NIC, the leading provider in digital government services, is seeking an experienced Federal Contracts Manager who has experience in the GovCon space to complement our growing team in Arlington, Virginia. Qualified candidates will have at least 8-10 years of cradle-to-grave Federal contracts management experience.

NIC Federal, a Virginia-based subsidiary of NIC (Nasdaq: EGOV) helps the federal government connect with citizens through digital services. Our government solutions use technology to increase efficiency and reduce costs for governments and their constituents.

This candidate has the option to telework during the pandemic then transition to the Arlington, VA office at a future date. Flexibility to work remote post-pandemic exists as well.

RESPONSIBILITIES:

  • Prepare and negotiate contracts, non-disclosure agreements, teaming agreements, subcontract agreements, consulting agreements, prices, task orders and purchase orders, etc. in accordance with Corporate policies, the FAR, and statutory/regulatory requirements.
  • Manage and administer a portfolio of contracts with varying agencies, states, and companies.
  • Setup and participate in contract kick-off meetings and other contract related meetings and follow through on contracts related action items.
  • Perform day to day administration of contracts:
    • Coordination of administrative and material modifications to existing agreements
    • Regular reporting requirements
    • Advise operations on how to remain compliant with contracts
    • Responsible for post award Contract/Subcontract administration, follow up, and general problem solving.
    • Provide contract administration leadership, working with internal and external customers to meet shifting requirements and ensure customer satisfaction.
  • Liaise with Legal Team and program teams for review/approval of unusual or non-standard terms and conditions and other contractual documents and agreements. Hold discussions with customers, Legal, and management concerning contract pricing and other contractual matters.
  • Develop good business relationships with senior contracts officials of major customers in coordination with priorities of internal leadership.
  • Review government solicitations; advise proposal teams on contractual matters and schedule timely proposal preparation and submission to customer. Attend and provide feedback during Gate Reviews.
  • Provide expert review and guidance on Federal Contracting regulations (such as the FAR) and practices.
  • Assure quality and timeliness of work product, and satisfaction of all internal and external customer contract requirements.
  • Develop, implement and evolve processes and structures to ensure effective and compliant business systems and operations.
  • Respond in an informed and timely fashion to questions and requests for assistance, demonstrating appropriate sense of urgency when answering internal and external customer requests.
  • Ensure proper document control is maintained.

QUALIFICATIONS:

  • Minimum BA/BS; Equivalent work experience and demonstrated capability considered.
  • 8+ Years of progressively complex and relevant contracts experience in a professional environment.
  • Substantial knowledge of federal, state, and client contracting regulations, policies and practices with requisite skills to provide accurate interpretation and implementation advice to leadership and staff.
  • Experience as a Contracting Officer with the Federal Government is a plus.
  • Experience and/or relationships with the Department of Transportation and subsidiary modes (such as FMCSA), Library of Congress, and General Services Administration (GSA) Schedules is a plus.
  • Highly motivated with good organizational, mathematical, analytical and reasoning skills and the ability to multi-task.
  • Persuasive and professional verbal and written communication skills to identify, communicate and implement complex business solutions to customers, staff and management.
  • Proficient in using standard MS Office Programs.
