Duties Summary This position is located in the Cybersecurity and Information Security Agency (CISA), Office of Strategy, Policy, and Plans (SPP).The Office of Strategy, Policy, and Plans serves as the principal policy and strategic adviser to Agency leadership and senior management, integrating strategy across all of the organization's mission areas and ensuring policy, strategy, and operational consistency throughout the Agency. Responsibilities The Senior Advisor for Strategy is responsible for leading efforts with emerging strategic concepts relevant to CISA's mission space. They are responsible for developing national cyber, infrastructure and resilience strategies, policies, approaches, and implementation activities, in support of SPP leadership. This advisor serves as SPP's senior Subject Matter Expert (SME) for strategy. Specific responsibilities include:
  • Reviewing existing and proposed strategies, as well as developing strategies to support and align with organizational cyberspace and infrastructure security missions and initiatives.
  • Developing and utilizing methods to identify opportunities to drive systemic change by catalyzing "force multiplying" initiatives, while establishing and maintaining important communication channels with stakeholders.
  • As the SME, supporting SPP leadership with CISA's forward-looking strategies, policies, approaches, and implementation activities.
  • Providing advice, coaching, and guidance to SPP leadership to resolve, implement, manage, and influence strategy and policy issues, to improve the nation's capability and capacity to detect, prevent, respond, and mitigate disruptions of critical infrastructure by physical and cyber risks.
  • Researching, analyzing, interpreting, and developing material to support strategic activities and promote outcomes.
  • Conducting successful coordination with partners, including senior level agency and interagency officials and stakeholders to attain and implement CISA and SPP mission priorities, goals, and outcomes, while maintaining and promoting information sharing that enables effective and efficient SPP mission execution and advances teamwork.
  • Attending high-level, intra-agency and interagency meetings on behalf of the SPP leadership and promptly reports all key points, identifies strategic options, and follows up on action items assigned.
  • Represents the Agency's interests at interagency meetings on a variety of controversial, complex, and often classified subjects involving cyber and infrastructure security and resilience issues.
  • Applying mastery of knowledge in mission areas, integrating programmatic planning and operations to improve the nation's capability and capacity to detect, prevent, respond, and mitigate disruptions of critical infrastructure by physical and cyber risks.
  • Processing complex sets of factors and alternatives, based on CISA's unique authorities and leadership priorities, to shape national strategy, while operating in a dynamic and evolving environment that is constrained by priorities, policy, fiscal considerations, and time constraints.

Qualifications To meet the minimum qualifications for this position, you must possess all of the Mandatory Technical Qualifications (MTQs). These qualifications would typically be acquired through education, experience, and training which reflect progressive development and achievement in leading teams and/or projects for a comprehensive business program in a complex organization. Typically, experience of this nature is gained at or above the GS-15 grade level in the Federal service, or its equivalent with state or local government, the private sector or nongovernmental organizations. An individual's total experience and education must demonstrate the ability to perform the duties of the position. All applicants will be evaluated by a panel to determine the degree to which they possess the Mandatory Technical Qualifications (MTQs). Mandatory Technical Qualifications (MTQs):

MTQ 1. Ability to effectively work complex homeland security-related issues with senior officials from all branches and levels of government and with other private sector and critical infrastructure key resource owners, operators, and other stakeholders.

MTQ 2. Experience in directing and supporting large-scale public, private sector and critical infrastructure customer engagement and satisfaction operations, to include those related to service delivery and consultative services for cybersecurity and infrastructure preparedness, protection, and recovery.

MTQ 3. Experience in recommending customer excellence and experience strategies for reducing gaps and risks in customer-centric programs and developing policies for the evaluation of emerging trends to improve current customer-centric operations and/or develop future programs.
