- Formulating new policies and concepts for development of innovative direction/service delivery for assigned programs.
- Determining policy implications of management decisions, mission requirements, work force changes and other similar considerations.
- Reviewing and evaluating the effectiveness of assigned program policies and practices through reports, conferences, on-site staff visits and other contacts with field activities.
- Planing work to be accomplished by subordinates; and seting priorities and establishing schedules for work completion.
- Assigning work to employees based upon priorities, requirements of assignments and capabilities of employees.
- Directing a specialized program managing human resource staffing, recruitment, delegated unit authority, classification and other special hiring authorities across the agency.
- Developing and revising annual and multi-year long- and short-range plans for subordinate organizational segments.
- Developing goals and objectives which need additional emphasis; and decides the most appropriate solution or approach for resolving resource shortages.
- Planing for long-range staffing needs including whether expert contract support is required to achieve subordinate organizational goals.
