TRADITIONAL SECURITY ANALYST (SDC-22-0538-F) Bowhead seeks a Security Analyst focused on improving the physical security of all facilities operated by a Government Agency, which includes Sensitive Compartmented Information Facilities (SCIF) in the Government Facility and mobile SCIF's used during travel. The candidate is responsible for the development of security processes and procedures, development and implementation of a robust physical security plan; and review, analysis, and monitoring of all physical security (PS) requirements for the customer. The Security Analyst will have knowledge of Traditional Security (TS) concepts, principles and practices (to include DoDM 5200.01 and ICD 705) sufficient to independently plan and perform risk analysis, PS inspections, and PS surveys accounting for variables including cost, critical personnel qualifications, access and entry restrictions, equipment availability, and other issues influencing courses of action taken in resolving security questions and issues. Works with state of the art security equipment, devices, intrusion detection systems, electronic communication protective systems, lock and key systems, to plan and control personnel movement and ensure all PS requirements are met or exceeded. Essential functions of the Security Analyst include, but are not limited to: • Assist with managing the customer's security program, which includes the protection of the organization's personnel, facilities, and information. • Maintain a physical security program, which provides technical support and assistance to ensure that the customer's SCIF's operate in accordance with DIA instructions in the following areas: o Access Control, equipment, and Alarm Systems o Intrusion Detection Systems o Risk and Threat Assessments o Physical Security Threat Statement o Safe Control Procedures o Inspections and Staff Assistance Visits o Facility Physical Security Survey o Traditional Security Plans and Standing Operating Procedures (SOP) o Closed Circuit Television Systems (via coordination with PFPA) o Technical Surveillance Countermeasures • Develop and maintain standard operating procedures for all of the functional requirements for the Agency. • Review any security - relevant changes that are being proposed by the organization, identifying DoD and Federal policy implications and any areas of the proposed changes that may require a DAA or other waiver or exception in order to maintain policy compliance. • Assists and facilitates any external security evaluations and inspections, providing the visiting teams with required information and other requirements. • Analyzes program needs in terms of information technology systems requirements. Identifies information technology systems which will provide system capabilities required for projected workloads. May plan layout and installation of new system or modification of existing systems. • Responsible for analyzing security responsibilities by ensuring education and compliance with security directives for employees with access to classified material. • Reviews, implements, and makes recommendations for process improvements based on previously conducted business process analyses. Requirements In accordance with Executive Order 14042: Ensuring Adequate COVID Safety Protocols for Federal Contractors, candidates should be aware that they may be required to have received or be willing to receive the COVID-19 vaccine by date of hire. • Bachelor's degree or six (6) years' experience as a cleared Defense Contractor or Military/Government working in corporate and government environments with primary duties with Industrial or Intelligence Community (IC) personnel & physical security. • Requires a minimum of three (3) years' experience managing the day-to-day operations of a Government personnel and physical security program. • Successful completion of Center for Development of Security Excellence (CDSE) required training for DISS, through CDSE Security Training, Education, and Professionalization Portal (STEPP), is required. Comprehensive understanding of: • The applicable laws, rules and regulations relating to Personnel and Traditional Security and developments occurring in the Security community; DOD and IC SCI personnel and physical security requirements (Intelligence Community Directive (ICD)). • DoD Intelligence Information Systems (IIS) Intelligence Security Policy. • Government security community and information assurance processes. • e-QIP, DISS, certification and accreditation, physical security requirements and procedures. • Government policies in the development and implementation of security plans and procedures. SECURITY CLEARANCE REQUIREMENTS: Must be able to maintain a security clearance at the Top Secret SCI level. US Citizenship is a requirement for admission to these locations.
