Tyler Technologies NIC - Federal Division is currently looking to hire a Technical Proposal Writer to join a team to support our Federal Sales team to support a variety of digital government projects, bringing together technology, payment processing, and marketing. This position will be located in the Greater DC Metro area and will be hybrid with a day or two in the office as needed. Office is located in Arlington, VA.
The Technical Proposal Writer will support business development by writing technical and business proposals. The Technical Proposal Writer will be teamed with Sales and Operations personnel to help develop superior technical proposals to meet client needs. The Technical Proposal Writer will also support operational programs who need support in technical writing.ResponsibilitiesProposal Writing- Read and understand Federal RFPs and develop questions to help clarify requirements
- Starting with the RFP requirements, develop technical content for proposal sections to include the Technical Approach, Management Approach, Past Performance Descriptions, and Staffing (to include resumes)
- Effectively communicate the Technical Solution, developed by NIC Technical solution architects
- Conduct research including interviews to develop technical content
- Develop compelling narratives and incorporate win themes
- Ensure compliance with technical content
- Manage multiple revisions from multiple editors, editing and re-editing proposal sections
- Ensure that proposals maintain a consistent tone or voice
- Work effectively with the Proposal Team
- Document software release notes and related release documentation for end user and audit purposes
- Write and create user guides, admin guides, feature definitions, etc.
- Create and maintain application documentation, including user manuals, integration guides, SOAP and REST APIs, and other support documents
- Support and maintain documentation using Atlassian Confluence, ServiceNow, MadCap Flare, and more
- Assist with the management of aging content in an open documentation environment
- Writing context-based help documentation
- Performing varying documentation tasks for different teams
- Continuously improving the documentation and documentation system
- 5 years' experience writing technical proposals for Federal Government RFPs, translating solutions into effective technical proposals
- 5 years' experience with modern web application development in a cloud environment, including knowledge of Agile, Dev Ops and other SW development methodologies
- 2 years' experience writing technical documentation
- Degree in English, Technical Writing, Computer Science, Business, or related field preferred or relevant experience in lieu of degree
- Strong attention to detail
- Excellent verbal and written communications skills; works with others to coordinate efforts, resolve cross-team issues and effectively communicate changes
