Tyler Technologies NIC Federal Division, the leading provider in digital government services, is seeking a Project Manager supporting our Arlington, VA location. We are seeking a detail-oriented, highly-motivated individual with strong project management skills and cybersecurity familiarity that thrives in a fast-paced, team environment. This candidate will have the opportunity to assist in development of systems for the federal government and be responsible for planning, documenting and managing information technology (IT) software development and cybersecurity projects. In addition, this candidate will work closely with clients, management, and team members.

Key Responsibilities

  • Control project timeline and help team members work productively by using effective, agile project management techniques coupled with great people skills
  • Coordinate and facilitate project meetings internally and externally to disseminate project status and manage client expectations
  • Maintain project plans and key documentation following company guidelines and standards, like user stories, design specifications, project plans, burn-down charts, status reports, meeting agendas, etc.
  • Conduct interview sessions with clients, management, or team members to elicit and validate functional and technical requirements
  • Work with clients and project teams to define requirements and acceptance criteria for implementation
  • Demonstrate knowledge in managing cybersecurity projects to include federal security assessments of IT solutions and continuous monitoring strategies following FISMA, NIST and other federal guidelines

Additional Duties:

  • Demonstrate technical knowledge to interpret and explain technical information and procedures to clients and collaborate with project team members on IT solutions
  • Effectively manage and control project changes following change management procedures and guidelines
  • Identify, track, and communicate project-related issues, scope changes, variances and contingencies that may arise during the project life cycle
  • Drive project issues to resolution and escalate, as necessary
  • Communicate and advise management of project status, risks, dependencies and timelines for project completion
  • Schedule, facilitate and participate in evening code deployments
  • Work closely with the development, Quality Assurance (QA) and Business Analyst (BA) teams to support the design and development efforts and ensure on-time delivery of a quality product that meets project specifications
  • Manage and deliver complex projects and tasks simultaneously
  • Demonstrate strong analytical, problem solving, risk management and decision-making skills
  • Create detailed and effective project specification documents
  • Perform basic functional testing and support the QA and BA team, as needed
  • Oversee the Pre-Employment Audit Process
  • Oversee the implementation of Socrata into the Pre-Employment Program
  • Other duties as assigned

Education/Experience:

  • Undergraduate degree in Project Management, Business, Information Systems, Management or equivalent
  • Minimum of five years of related work experience managing IT and cybersecurity projects on teams of five or more individuals
  • Experience using agile project management methodologies
  • Experience with Risk Management Framework (RMF) and/or federal security assessments following FISMA guidelines
  • Experience using Microsoft Office Suite (Word/Excel/PowerPoint/Outlook)
  • Experience with federal agencies is beneficial
  • Experience using Atlassian suite of tools (Jira, Confluence, etc.) is beneficial

Other Qualifications

  • Excellent communication and interpersonal skills at all levels, including verbal and written abilities, editing and presentation skills
  • Familiarity with technology/web/eCommerce/cybersecurity projects
  • Strong leadership, organizational, and prioritization skills
  • Strong critical thinking and problem-solving skills
  • Ability to pass a thorough background screening
  • Self-motivated with the ability to work under minimal supervision
  • Ability to identify and communicate improvements to drive process efficiencies
  • Works well with others in a team environment
  • Able to multi-task and manage multiple projects simultaneously, with clarity and accuracy with little supervision
  • Desire to work in a fast-paced, entrepreneurial environment
  • Some work-related travel may be required
  • Professional certifications are beneficial, e.g. Certified ScrumMaster, PMP, PMI-ACP, CAP
