JOB DESCRIPTION SAIC is seeking experienced long-haul telecommunications (OSI layers 1 and 2) and Network (OSI layers 3 and 4) engineers to support a Government Program Management Office (GPMO) oversee the cost, schedule, and performance of an enterprise service provider. The successful applicant will participate within a team of Systems Engineers and Technical Advisors (SETAs) to oversee the design, delivery, enhancement, and recapitalization of a multi-site environment leveraging a variety of router, firewalls, encryption, and associated technologies/services. Candidates will leverage their background in implementing network infrastructure and provisioning of fiber backbones, CANs/LANs, Access Controls, VLANs, and similar network related solutions to assess the service provider's proposed approaches for solving organizational needs.

RESPONSIBILITIES On the Job Training will be provided in the customer's specific knowledge domain, but the successful candidate must be able to:
  • Coordinate and facilitate Technical Exchange Meetings (TEMs) with mission customers to capture and track near and long-term requirements
  • Coordinate and track terrestrial telecommunications requirements through their lifecycle (definition, order, delivery, and disposition)
  • Proactively perform as a change agent focused on translating customer requirements into service provider tasking
  • Perform technical assessments of a service provider's proposed solutions to ensure they fulfill the customer's requirements
  • Track, document, and communicate observations associated with the service provider's solution implementation from a cost, schedule, and performance oversight perspective
  • Strategically assess the customer's vision and needs to seek opportunities to influence and improve service delivery quality
  • Assist the customer with evaluating service demand against available capacities in an effort to help prioritize expansion verses recapitalization investment
  • Evaluate and recommend architecture and acquisition plans, service level terms, and perform business case analysis
  • Support Service Level Agreement (SLA), Service Level Objective (SLO), and other metrics development
  • Capture, document, and present analysis process, findings, and project statuses to decision makers
  • Demonstrate strong oral and written communications skills to facilitate clear and concise delivery statuses on multiple, concurrent activities

Qualifications REQUIREMENTS:
  • Within a STEM field of study: Bachelors in a STEM related field and five (5) years or more experience; Masters in a STEM related field and three (3) years or more experience; Significant applicable work experience of more than ten (10) years may be considered in lieu of a degree
  • Must possess and maintain a Top Secret clearance with Poly
  • Must be able to obtain access to Sensitive Compartmented Information (SCI)
  • Experiences with Intelligence Community (IC) infrastructure is a plus
  • PMP is a plus, but not required
  • ITIL certification is a plus, but not required
