The Administrator, HIT Applications will be responsible for setting strategic and operational direction for the Systems and Applications portfolio (more than 1000) at UVA Health System (HS). In this role the Administrator, working with customers across the HS, will create and maintain an applications architecture, purchase/build and implement the applications within that architecture, and maintain/support them throughout their lifecycle. The Administrator is a strategic and operational executive who incorporates Health System business and clinical needs and leads, guides and supports their alignment and prioritization in close coordination and collaboration with Application Business Owners, Clinical Operation Owners and HIT Application support. The Administrator ensures business and application owners support, adheres to Health System Governance and Change Control Processes, develops jointly created Service Level Agreements with operational leaders to optimize applications performance and use by business and clinical owners.

In addition, the Administrator will coordinate the HS applications architecture and support operations with those of UVA. The Administrator is responsible for establishing and maintaining vendor relationships, insuring the HS is receiving the products and services it has purchased, developing and maintaining a stable and sustainable architecture for service delivery and maximizing UVaHS technology investment.

Lead the development, use and support of all information systems (applications) within the Health System
  • Builds positive relationships with HIT customers and uses those relationships to create and maintain the HS applications architecture, and appropriately support customer requirements.
  • Develop and maintain mechanisms that promote collaboration and transparency between HIT and primary operational areas
  • Uses the applications architecture to inform the long range financial plan.
  • Purchases/builds applications for the Health System
  • Supports and maintains HS applications
  • Develops and maintains processes for the life cycle support of applications
  • Maintains appropriate relationships with HS vendors
  • Is a member of the HIT Division Senior leadership team

Manages all aspect of human resources (Manages a team of over 150)
  • Hires, promotes, disciplines and terminates staff, as required.
  • Assures resources are aligned with the strategies and priorities of the organization
  • Performs succession planning and develops leadership within the organization
  • Manages employee relations issues, promoting a teamwork environment where staff from diverse multilingual and multicultural backgrounds can interact productively and efficiently.
  • Identifies employee issues/concerns; ensures matters are resolved in a fair manner.
  • Develops, implements and communicates performance measures; conducts regular performance appraisals of direct reports, providing ongoing coaching and feedback.
  • Promotes and facilitates opportunities for the professional growth/development of staff, approving training/ development programs that improve performance.
  • Collaborates with Human Resources to develop up-to-date job documentation.
  • Approves vacation and resolves scheduling issues.
  • Ensures staff documentation/record-keeping is complete and up-to-date.

Performs planning responsibilities.
  • Directs the development, implementation,, management and review of short and long-term plans which are in alignment with HSs goals and strategies.
  • Drives the organization to effective and efficient use of resources creating long range strategies for resource deployment based on the plans of the organization
  • Prepares appropriate business plan documents in support of short and long-term planning initiatives.
  • Develops staff utilization plans to ensure adequate level/mix of human resources to execute plans and achieve required outcomes.
  • Monitors progress towards the achievement of goals at regular intervals and takes action, as required.
  • Oversees the development and implementation of day-to-day operating policies, systems and procedures to contribute to organizational effectiveness.
  • Ensure alignment of HS application strategy with the strategic and operational goals.

Performs quality management responsibilities.
  • Manages the development, implementation, evaluation and maintenance of quality improvement initiatives which are in alignment with established HS standards.
  • Requires appropriate methodologies to be adhered to in the execution of application work products to assure that high quality is achieved
  • Monitors quality improvement outcomes on a regular basis; develops action plans to address identified issues.
  • Coaches staff to ensure that continuous quality improvement initiatives are incorporated into day-to-day activities.
  • Supports organizational strategies and initiatives.

Manages the department financial resources.
  • Develops the department's annual operating budget for the utilization of resources.
  • Approves expenditures within signing authority limits.
  • Analyzes financial/statistical reports on a regular basis; monitors, analyzes and reconciles variances from approved plan; takes remedial action to attain budgeted targets.
  • Prepares and presents financial reports, as required.
  • Performs corporate management responsibilities that support and advance HSs goals.
  • Contributes to organizational efforts and initiatives, as appropriate, to enhance HSs mission, values and goals.
  • Represents the department internally on HS committees, as required, and the HS in the external community at conferences, workshops, etc.
  • Seizes opportunities to simplify, streamline and automate departmental processes.
Position Compensation Range: $143,977.60 - $230,360.00 Annual

MINIMUM REQUIREMENTS

Education: At minimum, an advanced degree in information technology, business, healthcare or recognized equivalent required.

Experience: Extensive experience (10 years minimum) managing information technology, preferably in a healthcare relatedenvironment.

  • Excellent presentation, technical writing, and/or training skills.
  • Presents complex concepts clearly and effectively to executive level audiences.
  • Applies advanced principles, theories, and concepts and contributes to the development of new principles and concepts.
  • Recognizes and accurately defines cross-disciplinary issues.

PHYSICAL DEMANDS

This is primarily a sedentary job involving extensive use of desktop computers. The job does occasionally require traveling some distance to attend meetings, and programs.

COVID Vaccination Requirement

The University of Virginia expects all current and new employees (UVA Health System and Academic), to be vaccinated against COVID-19.

If hired to work within the University Health System, you will be required to provide proof of vaccination or be willing to receive the vaccination. Employees may request a medical or religious exemption from vaccination.

If hired to work on the Academic side of the University, excluding the School of Medicine, School of Nursing, UPG, and the Health Systems Library, you will be required to provide proof of vaccination or be willing to submit to mandatory, weekly prevalence testing. Employees that are working 100% remotely will not be subject to weekly prevalence testing; however, if the employee works on UVA Grounds (including the Medical Center) even intermittently, then they are required to be tested for COVID-19 once per week on an indefinite basis and follow masking mandates.
