The Center for Advanced Study of Teaching and Learning (CASTL) at the University of Virginia School of Education and Human Development seeks to hire a Senior IT Project Manager for Enterprise-Level Web-Based Application Development. The incumbent will work with Principal Investigators, external consultants, and a small team of .Net and Angular software engineers to support and guide the design and implementation of an enterprise-level integrated web-based application. The application will draw from existing web-based applications that currently serve a variety of stakeholders focused on improving educational outcomes for young children in Virginia.

This role and project provide an exciting opportunity to create a novel solution by bringing together several state initiatives with proven records of collecting data to shape public policy in education. It will contribute to our understanding of how early experiences can shape childrens developmental outcomes.

The ideal candidate has experience in state-level security reviews and compliance, with proven success in engaging stakeholders in working towards innovative solutions. A major aspect of the role will be to navigate data governance structures across multiple state-level stakeholders and to identify and implement a technical approach that corresponds to project-specific data sharing agreements. This position is open to a hybrid model of work, where some work may be done remotely. However, the job does occasionally require traveling some distance to provide on-location customer support.

The ideal candidate will have the following:
  • Experience and ability to lead a small team of web-based software engineers using an Agile framework
  • University and state-level IT review and compliance
  • Data governance across multiple organizations and projects
  • Strong knowledge of On-prem to cloud migration
  • Strong understanding of system architecture and design for web-based application development
  • Experience presenting to multiple stakeholders, translating technical approaches for multiple audiences
The Senior IT Project Manager will leverage managerial and technical skills to:
  • Work with Principal Investigators to manage and oversee the technical implementation of a complex enterprise-level web-based software solution
  • Develop timelines, allocate resources, and deliver on-time technical solutions
  • Manage and negotiate stakeholder needs, priorities and expectations to their satisfaction, serving as a trusted advisor and relay these priorities to collaborators
  • Lead the development team through the full life-cycle of the web-based application including development, updates, and maintenance
  • Lead the internal software development team day-to-day to deliver project scope on time and within budget, anticipating and resolving or escalating issues that arise
  • Manage multiple projects at different phases at the same time using Agile project tools and documentation
  • Contribute to ongoing PM process improvement
  • Assist with developing quality assurance processes and documentation and testing where needed.
  • Develop, maintain, and manage data security plans including mitigation
  • Advise on technical research/analysis, architecture/design, training and knowledge transfer
  • Assist Principal Investigators with technical design or technology decisions
  • Quickly learn new technologies
  • Ensure continuous improvement of software engineering, release management and compliance standards
  • In addition to the above job responsibilities, other duties may be assigned.
QualificationsRequired:
  • Experience in a technology consulting environment, managing small teams (3-12 people)
  • Proven track record of successful project delivery using Agile Scrum methodology in a 100% remote environment
  • Excellent leadership, organization, communication, negotiation and documentation skills
  • Ability to motivate teams and handle conflict resolution
  • Strong attention to detail and adherence to PM standards, while also contributing to ongoing process improvement
  • Education: Bachelor's degree in Computer Science, Information Science, Data Science, Computer Engineering or related discipline
  • 5+ years of project management experience in the Agile Framework
  • 3+ years experience with enterprise-level web-based applications
  • Excellent organizational skills
  • Excellent verbal and written communication skills
  • Ability to context switch and operate independently, with a strong attention to detail
Preferred:
  • Technical experience or familiarity with technology architecture and technical jargon
  • 3+ years technical experience in application development and design
  • Front End Development - HTML, CSS, Angular
  • Back End Development - C#, .NET Core, WebAPI
  • Database Development - MS SQL
  • Report Development - SSRS, Tableau, PowerBI
  • 3+ years experience with release management, work item tracking and source control
  • Work Item Tracking - Azure DevOps
  • Release Management - Jenkins
  • Source Control - Git
  • Exposure to multiple industries and/or functional domains within organizations
  • Interest or experience in the fields of Education, Child Development, Psychology, or related fields.
  • Strong desire to learn new skills and abilities and to continuously improve practices
