Functional Analyst

Seeking a Functional Analyst with knowledge and experience on a broad, cross section of tasks related to the

Army's Training Requirements and Resources System (ATRRS) to perform specialized technical tasks and provide technical advice on projects or tasks which are highly complex related to the ATRRS suite of applications and systems. Analyst will apply expertise to the development, execution, and improvement of actions plans; monitor and status various project tasks, configuration actions and risks. Successful candidates will have prior experience with the ATRRS system to include training requirements, requirements modeling, training strategy, course schedules, and quota utilization (ideally have a military background).

Knowledge: Contributes to high-level systems analysis, evaluation, design, integration, documentation, and implementation of very complex applications that require a thorough knowledge of technical and administrative skills. Applies expert functional knowledge and experience to significant business projects or processes

Problem Solving: Utilize creative problem-solving and communication - oral and written skills, emphasizing the ability to articulate, explain, and deliver technical concepts and issues to non-technical business leadership. Develops solutions to a variety of problems of moderate scope and complexity. Consults with and advises other personnel regarding areas of expertise.

Leadership: Works under minimal supervision but may have general project oversight in the absence of the Project/Program Manager. Must represent the company and ATRRS in front of Government clients and other contractors when required. May lead a small team of capable technical/functional staff members and advises/mentors developing technical/functional staff, does not have direct management responsibilities.

Teamwork: Frequent internal company and external contacts. Analyst works closely with multiple project managers and a program manager on various project process improvement plans, and must be able to obtain data via email, interviews, and phone conferences. Coordinates resolution of complex problems and tasks, presenting new ideas and concepts in support of operational goals and objectives. Partners with various stakeholder organizations to lead planning and business process improvement efforts.

Essential Duties and Responsibilities

  • Provides Subject Matter Expertise (SME) to clients in one or more functional areas of the system.
  • Consults with clients to determine optimum requirements and design for assigned projects.
  • Analyzes common user needs to determine functional requirements for client projects.
  • Serves as functional advisor to clients in assigned subject areas, recommends small to mid-scale functional changes, and identifies areas for further investigation
  • Serves as the SME in various meetings between client(s) and project team.
  • End-to-end ownership of assigned initiatives through implementation.
  • Maintains current knowledge of relevant technologies and subject areas.
  • Writes and updates project documentation including system procedures, presentations, and provide inputs to training materials.

Minimum Qualifications

  • Bachelor's degree in Operations Research/Systems Analysis or related field. Recent, relevant experience may be substituted in lieu of education.
  • Minimum of 4+ year of work experience
  • Familiarity with training requirements, modeling of training requirements -

    minimum of 2-3 years' experience working with the Army's training and requirements process.
  • Must possess a current Secret security clearance or higher.
  • Experience and a good functional understanding of the ATRRS system is preferred.
  • Military experience as a Sr NCO or Jr Officer is highly desirable.
  • Experience in working under a DOD contract is a plus.

Other Job Specific Skills

  • Proficient in Microsoft Office applications to include WORD, EXCEL, and POWER POINT.
  • Strong oral and written communication skills and ability to communicate complex ideas and concepts in a clear and concise manner.
  • Proven ability to interact with customers, senior leadership, and program managers in a highly matrixed environment.
  • Demonstrable strong customer service background and possess the ability to work in a fast paced, team-oriented environment.
  • Self-starter, process oriented, conceptually driven with experience having primary responsibility for individual projects and systems.
  • Ability to work in a fast-paced environment, which at times could be stressful, and demonstrate independent thinking, problem resolution and responsible actions with minimal direct oversight by senior management.
  • Ability to think strategically and work collaboratively in a highly technical setting.
  • Excellent analytical, and problem-solving skills and ability to discern impact to baseline changes/upgrades.
  • Proven ability to develop and extend social network of working level contacts to facilitate communication and coordination.
  • Experience with the ATRRS system preferred.
