PROGRAM MANAGER (ERDC-22-0073-W): Bowhead seeks a Program Manager to support the upcoming Engineering Research & Development Center (ERDC) Geographic Information Systems (GIS) effort located in Ft. Belvoir, VA. This contract will provide research and development within the following areas: software development in support of the OPTVIS and Pathfinder 3D programs, information assurance, test and evaluation planning, execution and support, systems engineering and lab support, management support, and prototype geospatial collection. The Program Manager will be tasked with overseeing the day-to-day tactical duties of a highly complex TECHNICAL program or group of programs. Essential functions may include: • Direct, coordinate, plan, organize, control, integrate and complete a program(s) or collection of projects of highly technical or organizational complexity or risk, or significant strategic value. • Responsible for managing the overall requirement, providing programmatic reporting, and addressing overall management and contracting issues. • Responsible for the management of funds and personnel, and is accountable for the quality and timely delivery of all contractual requirements. • Demonstrate thorough understanding and experience in the complete life-cycle management. Requirements In accordance with Executive Order 14042: Ensuring Adequate COVID Safety Protocols for Federal Contractors, candidates should be aware that they may be required to have received or be willing to receive the COVID-19 vaccine by date of hire. • BA/S degree in Computer Science, Information Systems, Engineering, Business, or other related field is required. • Fifteen years (15+) of applicable program/project management experience is required. • PMP certification is highly desired. • Intermediate-to-advanced level skills in Microsoft Office software suite-Word, Excel, Outlook, and PowerPoint. • Ability to communicate effectively with all levels of employees and outside contacts. • Strong interpersonal skills and good judgment with the ability to work alone or as part of a team. SECURITY CLEARANCE REQUIREMENTS: Must be able to obtain security clearance at the Public Trust level. US Citizenship is a requirement for Public Trust clearance at this location.
