Job Summary

There are multiple positions available that will be filled at either the Engineer II or Engineer III level, commensurate with the selected candidates' skills and abilities.

Dominion Energy's Power Delivery Group is seeking a motivated and experienced Mid-level Planning Engineer (Engineer II) or Senior Planning Engineer (Engineer III) to be part of the Electric Transmission Planning Team. The successful candidate will be responsible for working with a team of transmission planning engineers to assess and develop transmission expansion plans in order to ensure system reliability in compliance with relevant NERC Reliability Standards, to support future customer demands, and to successfully defend the Dominion Energy franchise during competitive FERC Order 1000 open window processes.

Engineer II: This role is fully competent in all conventional aspects of the subject matter. Second level position in the engineering series provides engineering support in designated company area, or specific engineering discipline.

Engineer III: This role is the top progression level position in the Engineer series. Includes senior to technical expert engineers, able to perform difficult and complex work requiring thorough knowledge of the subject matter and significant experience within functional assignment area. At higher levels of proficiency within this classification, incumbents are expected to provide technical expertise and/or team leadership as needed.

Key responsibilities include but are not limited to: •Perform power flow analysis in accordance with NERC Reliability Standards, PJM Planning Criteria, and Dominion Energy Electric Transmission Planning Criteria. •Develop and maintain short circuit and power flow planning models, including the development of Model on Demand project files, contingency file updates, facility rating updates, short circuit change files, and facility impedance updates. •Work collaboratively with Dominion Energy Planning and PJM Planning Teams to perform annual system adequacy assessments to identify future needs for system improvements and develop baseline projects to address criteria violations. •Document study findings and prepare project recommendations in presentations for external stakeholders' meetings. •Develop transmission projects to address all identified reliability criteria violations in the company's planning area for new customer load interconnections, and generator interconnections. •Serve as a technical lead during study phase of projects to ensure that projects scopes are comprehensive and developed in a timely manner. Also, resolve technical issues that may arise in different phases of a project. •Sponsor the conceptual phase of all transmission projects in the company's planning region. This includes presenting the need, and defending the project with internal and external stakeholders, and supporting the process to obtain all the necessary project approvals from PJM and the State Corporation Commission (SCC). •Represent ET Planning at the PJM Subregional RTEP Meetings, the PJM TEAC Meetings, and the Supplemental Planning Meetings with wholesale customers. •Support managing of ratings for all transmission facilities in Dominion's Facility Ratings Management System. •Support development, maintenance, and enhancement of computer-based tools for the Electric Transmission Planning Team as needed. •Perform other duties as requested or assigned.

Required Knowledge, Skills, Abilities & Experience

The knowledge, skills, abilities and experiences required for entry into this job include the following:

Engineer II: 3+ years of related of relevant engineering experience working in the electric utility industry (In, but not limited to - Transmission System Operations, Substation Engineering, System Protection, Distribution Planning, or Transmission Planning)

Engineer III: 5+ years of relevant engineering experience working in the electric utility industry (In, but not limited to -Transmission System Operations, Substation Engineering, System Protection, Distribution Planning, or Transmission Planning)

For both Engineer II and Engineer III: In equivalency of work experience applicants can also have Five years of research engineering work experience on directly related projects for the electric utility industry. Work on such projects may be accomplished as part of an Electrical Engineering or Power SystemsPhD program on its own or in combination with additional research engineering work experience on directly related projects for the electric utility industry.

•Note: A partial year of related work experience of 6 months or greater will be considered one year towards the qualifications; An advanced degree (already obtained or obtained by December 31st, 2022) can count as one year experience •Experience with power system analysis software packages such as PSS\e, Power Gem's TARA software, Aspen One-Liner, Transmission Operations Energy Management System (EMS), etc., is preferred •Demonstrated experience in power system modeling (i.e. short circuit, power flow, EMS). •Experience writing scripts, macros, or code to develop tools to automate study processes. •Firm understanding of AC/DC fundamentals, including an understanding of three-phase power systems. •In-depth knowledge and understanding of substation components and their functions. •In-depth understanding of the protection principles and practices for transmission lines, distribution feeders, and major substation equipment. •Working knowledge of electric utilities' substation and transmission line one-line diagrams, and relay functional drawings. •Ability to work proficiently with Microsoft Office applications, OSIsoft PI software, and Facilities Management Applications. •Self-motivator who has the ability to work cooperatively in a team environment but is capable of seeking knowledge and solving problems independently. •Strong time management skills with the ability to independently plan and organize work assignments. •Ability to prioritize work and participate as a team member on multiple projects at one time, to work in a fast paced and competitive environment associated with FERC Order 1000. •Strong abstract thinking and problem-solving capabilities. •Capable of dealing with and executing under ambiguity. •Strong analytical, project management, communication, and interpersonal skills. •Excels at self-education and quickly adopting new skills and knowledge. •Military service members and veterans with ranks from E3-E5, W1-W2, or O1-O3, E5-E9, W1-CW5, or O3-O6 plus appropriate equivalent combination of education and years of experience as outlined (above/below).

REQUIRED ENGINEERING CRITERIA: For placement of a candidate in the Engineer job series, the following criteria must be met: •Possess a 4-year engineering degree from an ABET accredited engineering program based on the year that the engineering program was accredited by ABET, or •Possess a 4-year engineering degree from an institution outside of the U.S. which is accredited through the country's own engineering accrediting body under the Washington Accord as a full signatory, and is a degree that was recognized by the country's accrediting body on or after the date that full signatory status was achieved, or •Possess a 4-year engineering degree from a non-ABET accredited program and a postgraduate engineering degree from an institution where the undergraduate degree in the same engineering discipline is ABET accredited based on the year the engineering program was accredited by ABET, or •Possess a 4-year degree in Physics, Chemistry, Math or Engineering Technology and a post-graduate engineering degree from an institution where the undergraduate degree in the same engineering discipline is ABET accredited based on the year the engineering program was accredited by ABET, or •Holds or has previously held a valid U.S. Professional Engineer license.
