More About the Role:Leidos Defense Enterprise and Cyber Solutions (E&CS) is searching for an Assistant Chief Engineer (ACE) to support the Service Management, Integration, and Transport (SMIT) contract, the largest IT services program for the Navy. Under SMIT, the Leidos team will deliver the core backbone of the Navy-Marine Corps Intranet (NMCI), including areas such as cybersecurity services, network operations, service desk, voice & video, messaging & mobility, and data transport. Ultimately, the Leidos team will support the Navy in unifying its shore-based networks and data management to improve capability and service while also striving for cost efficiencies and savings by focusing efforts under one enterprise network. This challenging large-scale IT program supports >500,000 end users located throughout the world, across 500+ locations ranging in size from naval bases to single buildings.

The ACE works closely with the Chief Engineer leading engineering activities and frequently collaborates with the Navy stakeholders. The ACE works with the CE to establish enterprise-scale services for End Users, Networks, Compute & Storage, Cybersecurity, and Operations and Sustainment services. The ACE demonstrates prior progressive career experience successfully leading a team of IT Architects, engineers and administrators for a large IT enterprise contract. The ACE will have broad IT experience and deep understanding of IT technologies as well as engineering management processes, cost estimating, business acumen, project management, and all aspects of ITSM or DESMF.

What You'll Get to Do:Support technical tasks for program startup and transition, including identifying candidates for the engineering team for contract execution.Work closely with the Leidos Program Manager and PMO to provide services and projects that adhere to quality, SLAs, schedule and budget.Work closely with the Leidos E&CS operational unit providing status, establishing approval processes and obtaining reach-back support from related programs throughout Leidos to deliver successful program execution.Work closely with the Navy Program Office and other customer leadership at the most senior levels regarding IT strategy, contractual requirements and service delivery.Serve as the technical lead on large, complex projects and provide technical advice/input that impact successful contract execution across the entire Navy solution.Affect Service Delivery by developing new solutions, processes, standards or operational plans that lead to successful execution and continuous improvement.Resolve highly complex and multi-dimensional problems requiring consideration of variables that affect multiple aspects of the project/program with problems ranging from high impact operational events to tactical corrections.Collaborate with engineering teams to resolve issues, develop solutions, and provide overall engineering rigor to ongoing projects and program activities.Serve as a delegate of the CE when not available.Mentor and coach technical staff.

You'll Bring These Qualifications:Requires Masters with 15-20 years of prior relevant experience or Doctorate with 13-16 years of prior relevant experience (in System Engineering, Computer Science, Information Systems, Engineering Science, Engineering Management, or related technical discipline from an accredited college or university).Twenty (20) or more years' experience on programs and contracts of similar scope, type, and complexity.Must be a U.S. Citizen and possess an active Secret clearance to start the program.5+ years in a Chief Engineer role for IT Technology for a large scale program(s)Experience managing a team of technical professionals to deliver IT projects and operations.Strong analytical and problem solving skills, with the ability to work independently as well as collaboratively in a team environment.Ability to work with customer and program office to achieve success.Experience with standard system engineering lifecycle concepts, architectural frameworks and artifacts to produce working solutions.Capable of presenting complicated concepts and course of action to Government and Leidos leadership.Experience producing business cases for government projects and experience estimating project work as well as operations and sustainment.Knowledge of U.S. Federal acquisition processes and competitive capture environments.Technical experience with current and emerging IT technology covering Network and Network Services, End User Services, On-Premise and CSP Compute & Storage, Cyber Security and Software Business Systems.Technical experience with enterprise cyber security defense controls and patterns.Experience with communicating with vendors, designing solutions, and selecting technologies for implementation.Experience and ability to successfully negotiate and influence others to understand and accept new concepts, practices and approaches.Ability to drive employee culture change and transformation including driving continuously improved service delivery.Ability to telecommute with travel expected to the DC Metro area and various worldwide Navy locations. Candidates who are not in the D.C. Metro area must have the ability to travel up to 50%.

These Qualifications Would be Nice to Have:Experience consolidating diverse IT operations and developing managed services.Experience transforming and consolidating enterprise operations, such as large data centers or deploying larger enterprise data systems.Experience incorporating advanced IT operations capability such as site reliability engineering, Infrastructure as Code, DevOps, Continuous Monitoring, and artificial intelligence and machine learning (AI/ML).DoD8570.01-M baseline certification.Experience with all aspects of ITIL or DESMF.Prior experience with Navy customer and mission partner set.Certifications:-INCOSE CSEP.
