Job Description - IT Project Manager

An ICS client in NorFolk VA is seeking an IT Project Manager to sit onsite at their main headquarters. This will be an in office position and direct hire.

One of the first projects you will be aligned to is managing the implementation of a brand new payroll system. This will be the first project but typically you'll actively manage 1-2 at any time while prioritizing the portfolio.

PMP certification is highly preferred and you'll be working in more of a waterfall methodology although agile skills would be nice to bring to the organization.

Essential Duties and Responsibilities:
  • Works with appropriate customers to develop project scope of work documents and project plans that include an analysis of benefit, cost, work schedule, and any related risks.
  • Assigns, schedules, trains, reviews, and monitors project work to ensure that progress is within expected guidelines and is completed on time and within budget.
  • Mentors and provides expertise to other project team members.
  • Works with appropriate customers to identify the roles of project team members, project reporting structures and frequency of interaction, and any training requirements that may be needed for a team member to complete an IT project.
  • Defines the responsibilities of parties involved in the project, including customers, management, IT management, project team, vendors, and others affected.
  • Identifies, tracks, monitors, and communicates project-related issues, scope changes, variances, and contingencies that may arise during the implementation of IT projects. Facilitates amicable solutions with the appropriate customer(s).
  • Provides team leadership on individual projects. Assigns and checks work.
  • Provides effective input on hiring and evaluating team members.
  • Maintains effective communication and working relationships with customers and project team members.
  • Identifies the technical approach to be used on a given IT project and manages the system development process, including developing a strategic plan, systems analysis, technical design, coding, testing, and acceptance of an IT system and/or application.
  • Develops IT system review schedules, audits, and acceptance tests for each phase of a project.
  • Identifies IT system design alternatives, researches existing IT systems in the marketplace, and recommends viable IT solutions.
  • Develops Requests for Proposals (RFP), evaluates responses, and leads IT system selection teams.
  • Identifies and documents opportunities to integrate IT systems and resources to fulfill project requirements.
  • Prepares and presents oral and/or written technical reports and project presentations.
  • Organizes and conducts project team meetings.
EXPERIENCE:
  • 6-10 years progressive experience in IT project management and systems implementations
  • Four (4) years of full-time experience managing the implementation and support of information technology projects
  • Considerable ability to interpret technical procedures to customers and other personnel
  • Considerable ability to establish and maintain effective working relationships with other Information Technology department employees and customer representatives
  • Considerable ability to give clear and consistent instructions to team members
  • Considerable knowledge of and ability to utilize current word processing, spreadsheet, database, e-mail, and Internet software
  • Reasonable knowledge of current hardware and software technologies and uses
  • Considerable writing proficiency and visual design skills
  • Considerable oral presentation skills
  • Considerable ability to develop, lead, motivate and supervise working teams
  • Considerable problem solving and decision-making skills
  • Formal training in project management
  • Demonstrated proficiency with Microsoft Project software
  • EDUCATION and CERTIFICATION:
  • Bachelor's degree in Business Administration, Management Information Systems, Mathematics, Industrial Technology, Computer Sciences, a related field, or equivalent experience
  • Six additional years of related experience may substitute for the degree requirement
  • PMP Certification is highly preferred
