Data Governance Director

Institutional Research and Analytics (IRA) seeks an experienced and highly motivated individual to serve as Data Governance Director. The Data Governance Director will work as a techno-functional expert to establish and promote a newly approved Academic Division data governance framework across defined enterprise data domains. The Director will collaborate across academic, administrative, and IT functions to support the development and implementation of appropriate guidelines and standards around data governance. The Data Governance Director will develop and execute strategies to improve the quality and use of data to support strategic decision-making, coordinate requests, and recommend solutions involving data sharing or data integration requests. The Director of Data Governance also will contribute to IRAs efforts to enable use of University Business Intelligence (UBI) reporting and analytics solutions to support stakeholders at all levels of the University.

A unit reporting to the Office of the Provost, IRA conducts institutional research and supports assessment at the University of Virginia. IRA provides accurate data, reliable information/reporting, and expert analysis, and guidance on use of data in support of the University's teaching, research, and service mission. IRA serves all members of the University's academic community with support for planning, decision-making, policy development, assessment, and compliance requirements. The Data Governance Director will report directly to the Associate Provost and Director of IRA.

The ideal applicant will have: experience collaborating with diverse, cross functional teams; and/or implementing enterprise-wide data governance programs in higher education; two or more years of experience working in medium to large scale data and project management; familiarity with change management frameworks (i.e ProSCi); and experience crafting clear and impactful communications for change and adoption including authoring knowledge base articles or briefs.

Data Governance Oversight (85%)

Works collaboratively with functional and technical stakeholders (data stewards, IT staff, data analysts, and data consumers) across the Academic Division to develop, implement, and manage an effective data governance program and foster a culture that strikes the appropriate/necessary balance between enabling access to data and information while complying with legal, ethical, and regulatory guidelines. Contextualizes Academic Division data governance objectives to broader institutional data analytics interests (e.g., Health System).
  • Provides strategic direction and planning for data governance initiatives. Promotes and tracks adoption of data governance best practices across the institution consistent with the tenets of the Data Governance framework. Works with IRA Director to ensure leadership decisions (EVP and Provost and EVP and COO) on issues when required.
  • Collaborates with other data-related programs, offices, or projects to ensure consistent data and governance practices. Elucidates how different approaches across organizations align with institutional data governance requirements.
  • Coordinates data governance activities with Data Stewards. Assists and mentors Data Stewards and those in their organizations supporting data governance objectives (e.g., data custodians) to accomplish their responsibilities (e.g., functional requirements gathering, identification of key data elements, curation of metadata). Provides direction to assess the efficacy and resource needs of data governance efforts. Identifies and executes continuous improvement opportunities for Data Governance Program operations.
  • Works with key organizations (e.g., ITS) to develop, implement, and evaluate the maturity and efficacy of data governance policies and related procedures to achieve data consistency and data quality to meet university needs and privacy standards.
  • Plans and manages data governance projects; represents IRA on institutional projects in support of Data Governance, where appropriate.
  • Product Owner and Administrator for centralized data governance tools/systems which may include a data catalog, business glossary, and other knowledge management tools; furthers institutional digital transformation where applicable.
  • Provides centralized communications for governance-led and data-related matters.
  • Coordinates and facilitates the response to requests for data by connecting requestor, data stewards, and IT resources as needed to deliver solutions
  • Leads and facilitates meetings of the Data Governance Council. Proposes solutions to issues consistent with data governance objectives.
  • Coordinates data literacy and awareness training and outreach with institutional stakeholders as needed, in partnership with IRA team members.
Reporting and Analytics Engagement (15%):
  • Leverages UBIs reporting and analytics capabilities to respond to institutional needs and external reporting requirements.
  • Aligns UBI capabilities with data governance strategies.
  • Collaborates with IRA colleagues to address reporting and analytics requests to support institutional strategies and decision-making.

Required Qualifications:
  • Bachelors Degree and an additional ten years of relevant professional experience.
  • Demonstrated experience in direct stakeholder engagement, management, and consultation within a large organization.
  • 1-3 years experience with implementation and management of Data Governance tools (i.e., Collibra, Informatica (Axon and/or EDC), Alation, Data Cookbook).
  • Knowledge of industry leading data quality and data management practices.
  • Excellent communications skills, both written and oral.
