This position is responsible for directing the Cloud Architecture Domain transformation and practice for SBP CareFirst in support of Corporate Strategy, Initiatives and Day-to-Day operations. The position is accountable for guiding the cloud transformation in alignment with the corporate target state and follow the Enterprise Architecture principles, standards and guidelines. The Director will participate from the very early stages of an initiative, working with business development and the industry, to analyze the overall business problem and objectives and to develop domain strategies to meet those objectives provide guidance for in-flight projects enabling optimization from an architectural perspective, ensuring that designs support both tactical and strategic requirements. The Director, Domain Architecture applies a broad business understanding and technical knowledge to create and improve critical systems.

This position will lead a team of Cloud Architects, Project Managers, Domain Architects, Engineers, System Admin, contractors and associates, in establishing the Cloud Architecture practice, development and maintenance of enterprise reference models, guiding development of solution architecture patterns and designs and managing the transformation to Cloud.

The incumbent with work across all business units at CareFirst. They will form close business relationships with Senior Leadership Team and will define process and priorities for cloud domain architecture based on business value aligned with the Enterprise Architecture Additionally, the director will form relationships with product management. and CareFirst to ensure, collaboration and alignment of Architecture vision whenever plausible.

The director will perform these domain functions across a portfolio of 100’s of existing systems, new systems and projects representing an aggregate investment of $150-300M annually. The director will engage with the business, delivery, and technical leaders during the process to ensure alignment with the overall initiative and business/technical objectives. The director will coordinate with the Centers of Excellence to ensure that solution designs reflect the CCoE standards and practices and to work with the CCoE to identify and define new standards and practices. The director will be directly responsible for Cloud Architecture, Cloud Governance and the Cloud Enablement Program. The director will develop metrics and measures to track the effectiveness of Cloud Architecture Practice with utilizing continuous improvement methods. The director will also develop processes and plans to build and maintain close relationships and alignment with the delivery organizations.

Under the direction of the Director Enterprise Architecture the incumbent’s accountabilities include, but are not limited to, the following:
  • Directs the enterprise cloud architectural direction of the Enterprise in support of business goals. Defines architecture guidelines to support the business goals in collaboration with the Senior Leadership Team and the company’s Executive Management team in alignment with the Enterprise Architecture and CoE standards and Blueprints. Identifies and recommends opportunities and drives/facilitates global solutions that are scalable and achieve consistent standards.
  • Directs the overall leadership for development and implementation of integrated business and technology practices and provides guidance for the enterprise solutions. Communicates and champions Cloud Adoption across the Business Units. Responsible for all Cloud Architecture milestones are identified, tracked, and met. Partners with all Business Units on establishing an education curriculum in support of the Cloud Architecture processes, practices, and governance.
  • Provide thought leadership and direction in identifying new and revised core operational and delivery processes, new roles and impacted roles, Agile and DevOps enablement through Cloud, common capabilities, proactive compliance and security actions, and change management actions. Develop strategy and enable collaboration across all domain architecture specialties being mapped to or merged with the Cloud domain to include one or more of the following: application, data, infrastructure, security, business, operations and development to ensure that are all working together.
  • Develop and document domain architecture solutions, including designs, guidelines and architecture-specific standards for enterprise-wide implementation. Provide direction and oversight for design/development activities of domain architectures to enable repeatable, faster, and compliant delivery to our customers within the specified Domain.
  • Maintain understanding of existing cloud capabilities and solutions for leveraging the reuse of services and for the consolidation of services. Develop and maintain strong relationships with business domain leadership to ensure a deep understanding of changing business needs and priorities.
  • Leads the Cloud Enablement program to transform CareFirstto effectively use and migrate to the Cloud over the next 5 years with an annual budget of $5-7M for resources across the enterprise and $3-4M in expenses. Develops and maintains the cloud architecture standards; manages the development of domain architecture documentation, policies and procedures.
  • Directs the cloud architect team members in day-to-day management including hiring, providing mentoring and growth/training opportunities, performance management and resolution. Keep abreast of current technology through research and self-training.
  • QUALIFICATION REQUIREMENTS:

    Required Experience, Skills and Abilities: Bachelor’s degree in computer science or related IT field. Minimum of 15 years experience in managing enterprise wide projects; 8 years in a Cloud Architecture/Implementation leadership role and 5 years management experience managing high-performing, enterprise-level interdisciplinary teams with demonstrated progressive leadership experience

    Requires demonstrated experience in multi-project management expertise in developing and architecting solutions in a collaborative environment, as well as significant experience in multiple hardware/software computing environments and system components. Experience in business process re-engineering or process improvement involving broad-based information systems, utilizing tools and techniques to effect business change; business systems analysis experience. Architectural management of multiple core component areas is required, along with migration planning and project management of infrastructure projects. Demonstrated experience in translating business strategies, across several business units, into effective solutions.

    The incumbent will need to be able to interface with executive management in all areas of the company to proactively direct the existing and /or new architectural development across all IT areas. Possess demonstrated ability to extract and translate business strategy into visionary architectural blueprints. Demonstrated excellent leadership and negotiation skills as well as manage department budget. Comfortable with enterprise level decision making and is results oriented. Demonstrate ability to participate and facilitate decision making and anticipate organizational needs; Strategic thinking and leadership with strong abilities in relationship and project management; Excellent problem solving, analytical, planning, and communication skills; Visionary in anticipating future IT direction and able to communicate that vision to IT and business partners; Self-motivated, adaptable to change, forward-thinking.
