SUMMARY: Responsible for enterprise-wide data architecture and design of data repositories across varying technology architectures. Ensures appropriate data optimization in support of data quality, data integrity, and application performance. Knowledgeable in most aspects of designing and constructing transactional system data architectures, operational data stores, data marts and big data. Focuses on enterprise-wide data modeling and database design. Defines data architecture standards, policies and procedures for the organization, structure, and nomenclature of data elements, and applies accepted data content standards to technology projects. Responsible for data lifecycle analysis and establishing guidelines for data management across the data lifecycle.

ESSENTIAL DUTIES AND RESPONSIBILITIES include, but are not limited to, the following:Under the general direction of the Director, Data Governance and Architecture:

Duties and Responsibilities
  • Manages Data Architecture team of Data Architects and Modelers who provide business data subject-matter expertise and database design and modeling support to enterprise-wide IT projects.
  • Develops, coaches, and mentors team members for sustained individual and team performance
  • Guides day-to-day data architecture activities of key FEPOC systems and interfaces, including procedures for data models, policies, rules and standards for which data is collected, and how it is stored, arranged, integrated, and used in data systems and inquiries. This includes logical and physical data models, data definition language (DDL), indexing, partitioning, and DDL dev-ops deployment.
  • Oversees delivery of data architecture project work, monitoring progress relative to plan across multiple initiatives and ensures completion of projects according to enterprise data standards and within required timeframe in order to achieve corporate goals. Provides leadership to resolve conflicts within and across projects. Manages cost center budget and resource allocation.
  • Leads efforts in development of enterprise data standards related to data modeling and storage. Contributes to data governance strategic and tactical activities including metadata management, data lineage, and data quality.
  • Maintains a high level of knowledge in industry leading data architecture practices, technology and methods, including relational database, data warehouse, and big data architectures, in order to provide corporate vision and oversight of the current data environment and to offer recommendations which enable FEPOC to maintain highest level of efficiency while satisfying its customers.
  • Provides knowledge and support in conjunction with the IT staff to assist the FEPOC Directors in strategic planning.

QUALIFICATION REQUIREMENTS:The successful incumbent will possess a Bachelor's Degree in Information Systems or equivalent and 7 years management experience (advanced degree preferred) large and complex database management systems The incumbent must have strong customer service orientation, excellent oral and written communication skills, and the ability to motivate and persuade others. This individual must possess excellent planning skills and the ability to develop and implement departmental plans. Additionally, the incumbent must have the ability to identify priorities and achieve results with a sense of urgency and give honest straight forward opinions on related issues. Incumbent must have strong project management skills and data implementation lifecycle. Incumbent must emphasize formal testing and QA in all areas of responsibility.

The incumbent must have a minimum of two years experience with healthcare data, JAD Facilitation, and building enterprise data solutions. The incumbent must also have a technical knowledge of the following: DB2; SQL; a PC “Point and Click” end user reporting tool (such as Cognos or MicroStrategy); data analysis and reporting; health care packages (such as MEDSTAT, HBOC/GPG, or VIPS); client/server architecture; information engineering metholodogy; data modeling tools; case tools (IEF or ADW); data synchronization tools; and Web-based warehouse information retrieval, display, and analysis tools.
