Stefanini is looking for a Payroll Tax Analyst in Richmond, VA/Baltimore, MD/Charlotte/NC Qualifications:Payroll Tax Analyst to support the System Payroll department in administering day-to-day operations and compliance related to multi-state payroll tax compliance, customer service, reporting and auditing for the Federal Reserve System (approximately 21,000 employees). The Analyst will act as a liaison with service providers for tax filings and invoice reconciliations and will respond to questions and special requests from internal departments, Reserve Banks, employees, ADP, and tax authorities. This role will use Workday and ADP SmartCompliance to perform payroll, auditing, and reporting. This role will report into the Senior Payroll Manager. Responsibilities:Run and review several tax reports for each semi-monthly pay period and resolve timely; Generate reports from ADP and submit to internal departments Ensure new and existing employees are set-up to tax (state, local, SUI, etc.) correctly in Workday, this includes remote employees Review all employee address changes, identify associated tax changes and new jurisdictions (state, SUI, local, etc.), execute and monitor required tax registrations via ADP SmartCompliance or directly with the agency, and resolve/close out outstanding registration/issues Monitor SUI rate changes and confirm updates are executed by the ADP tax team and internal departmentInvestigate, analyze, and respond to tax inquiries from internal departments, Reserve Banks, employees, jurisdictions, and ADP Research, resolve, balance, and file quarterly taxes with ADP, including Plan, communicate and execute annual W-4 tax exempt process with internal stakeholders and the annual W-2 process with ADP and internal stakeholders Reconcile Forms W-2s/W-2C, 941's, 1099's and state withholding returns Review payroll changes, regulations, and laws to determine appropriate handling in accordance with payroll practices and policies and execute action; Provide guidance to Reserve Banks based on changes and assist with communication and implementation Research and resolve, with the ADP tax team, all agency notices received; monitor and reconcile refund checks received from agencies Assist in creating and maintain new standard operating procedures for Payroll Tax Assist in creating and maintain Workflow Process Charts for Payroll Tax Maintain Excel listing of all active State, SUI, Local, etc. agency account numbers on a legal entity basis

Knowledge, Skills, and Abilities: 5+ years working experience in US payroll taxes required Workday and ADP Smart Compliance required CPP certification is preferred Be well versed in multi-state compliance regarding federal, state, and local payroll taxes, regulations, reciprocities, etc. Strong ability to identify and resolve complex problems with logic and reasoning skills Communicate briefly, clearly, and effectively in writing and verbally Ability to prioritize tasks to meet deadlines and focus on high priority items when dealing with multiple issues; ability to adapt to changing priorities Ability to respond to employee inquiries and request regarding payroll matters in a timely manner Proficiency with desktop software including Outlook, Excel, PowerPoint, and Word Strong problem-solving, analytical, attention to detail, and organization skills Ability to work with minimal supervision/guidance, individually and in teams Ability to work in a fast-paced environment, with multiple deadlines and confidential information.
