The Senior Service Delivery Consultant is responsible for managing and fostering strong business relationships and partnerships between Senior Technology Executives across different Technology organisations. A senior service delivery consultant supports, typically, one or more Technology Executives and serves as a single point of contact for the development teams for all their infrastructure requirements. The role is responsible for Relationship Management / Account Management of a client / business area in all information technology activities. The senior service delivery consultant also acts as a conduit for communicating key Technology strategies to stakeholders across the Technology organizations. The role also acts as a broker for escalations & unresolved issues between the Support teams and Application development teams along with complex service requests using consulting skills and conflict resolution, proactively drive innovative business solutions, and use technical, enterprise, and business knowledge to work across structures to meet customer needs.

Overview:

The Demand Management team is responsible for the implementation demand portfolio of the Global Network Services Release and Deployment Management team: Assessment of project engagement requests, initial scope rationalization and funding aspect verification. Identify and Route engagements to the designated team Lead responsible for the delivery of the engagement. The team allocates engagement resources, tracks, manages & monitors project labor scope/quotes according to project requirements, designated timelines, and budgets. Maintains tracking of resource utilization and project hours burn rate. Ensure the resource pool has adequate staff/skills to meet demand cycles & forecasts. Escalates to Resource Management team to obtain resource capacity through the resourcing partner channels. Oversee and Monitor project portfolio for engagement status, progress, over/under time, expense, etc. Governance/oversight for required project records and artifacts throughout the engagement lifecycle. Facilitate time-tracking and chargeback routines and mechanisms for internal and multiple 3rd party partners, ensuring time & expenses from all resources have been captured, and that corresponding data is delivered to finance at the designated intervals.

The Demand Management Lead is the tactical lead and SME for Demand Management Team. Drives team actions and activities to achieve functional area and individual goals, continuous improvement, operating efficiency. Oversees the Portfolio of engagements, the associated resource utilization, and resource consumption throughout the engagement lifecycle, ensuring adherence to committed timelines, identifying engagements trending away from target budget and milestone commitments. Central to the role is the establishment of a resourcing quote and time entry, tracking and reconciliation system that enables effective oversight and reporting of resource utilization, productive capacity, estimate vs. actual, among other capabilities. Demand Portfolio Relationship Manager to RDM Leads and Resource Management team, ensuring the function meets it obligations. Actively oversee and participate in resourcing demand planning for forecasted and immediate need, internal and flex capacity determinations. Maintains area roadmap, defines methods and practices for the functional area. Establishes key tracking, reporting and performance indicators and provides that visibility to RDM Leads and Senior Leadership. Mentor and team lead; set team goals, performance measurements, resourcing plan and performance management.

Key to this role is a sound understanding of Demand Management in network services project delivery and related functions including Enterprise Change Management, Network Release Management, Engineering Product and Service Management, Business Services and Finance in a highly controlled and regulated environment. Concepts such as consistency and quality in delivery, continuous improvement, on-time and under-budget, effective and detailed communications and understanding how their work impacts how the firm competes in the marketplace are important. The lead is responsible for the maintaining required resourcing levels, continuous scale of the functional workforce supporting network implementation deliverables.

The Demand Management Lead works closely with the Resource Management, Project Delivery Function leads, 3rd-party delivery partners as well as line of business and other technology infrastructure teams to efficiently and effectively allocate and manage project demand throughout changing business cycles. Partner with Resource Management function, communicating staffing needs/levels according to demand forecasts, deficiencies in certain skillsets or needs for retraining, etc. as appropriate to maintain an optimized resource pool prepared to deliver best in class project delivery services. Significant emphasis on resource time tracking model that effectively accounts for time logged against efforts, providing visibility to consumption and outputs that corporate finance converts to spend recovery from the requesting cost center.

This position requires the ability to manage a large project portfolio, an understanding of network project and technology subject matter. The candidate must be able to work on their own, successfully leading a team that assesses basic to complex network projects, interact with requesting stakeholders and cross-functional technical teams in complex, highly controlled and regulated environment. The Lead must have the knowledge to devise demand management strategies, aligned methods, tracking, and reporting for demand forecast, in-progress and concluding project efforts.

Goals and Responsibilities:
  • Establish a Sustainable Demand Management function to assess, qualify and traffic engagements to the appropriate network change team
  • Optimize an Internal and External Resource Allocation Function to deliver engagements of varying complexity for a diversified network services engagement portfolio
  • Establish and govern a sustainable Resource Time Capture, Tracking, forecast, metrics, and Reporting practice
  • Establish and govern a sustainable Resource Cost Estimating, Tracking, forecast, metrics, and Reporting practice
  • Define the roadmap and maintain backlog to continuously add function/capability to optimize sustainable time estimating, recording, tracking, and chargeback mechanisms
  • Continuously devise and deploy functions, updates, and improvements
  • Devise and define end-user and administrative routines for quoting, time recording, and tracking
  • Oversight for entire Demand Portfolio: Adherence to funding, resource, quote, cost, milestone, approval commitments
  • Relationship Manager to Resource Management, Release Management and Engineering functions
  • Resource Capacity/Demand Status/Forecast/Performance Feedback for Resource Management
  • Govern Phase Change Status/Approvals and Project Documentation Requirements
  • Aggregate Portfolio Resource and Engagement Status Reporting
  • Aggregate Metrics, Reporting for functional area outputs and performance
  • Establish, document, maintain, and enforce Demand Management Function Process, Controls and Documentation

Required Skills:
  • 10+ years of experience in comparable Technology Services role involved in the assessment of project requirements and resourcing in support of network project/programs
  • Thorough understanding of industry practices and methods for managing demand in a technical service business
  • Strong understanding of principles and methods for resource cost management & allocation
  • Experience in requirements building and solution planning
  • Ability to be flexible; prioritize workload, proactively react to issues, and consistently react to shifting deadlines
  • Ability to create and execute strategic and tactical plans and efforts that continuously improve and optimize the output of the function, while adjusting trajectory according to business cycles
