About the Opportunity

The Application Portfolio Management team has an immediate opening for a Developer/Engineer; Experienced, reporting to the Senior Manager responsible for FedAPM.

You will support the application portfolio management function of the FRS as well as the underlying Mega platform. APM is a solution to manage business applications and software-based services throughout the full system lifecycle for automated applications.

This position will be responsible for d eveloping and implementing conceptual, logical and physical IT engineering designs, that support the requirements of varying business, data and technical projects and operations. The successful candidate will review and implement analysis of business, data and technical requirements, as it relates to technical design, and will ensure traceability of the design to the business requirements. The candidate will assess testing requirements and prepare testing strategies, as well as prepare implementation and transition plans with the team and vendors. Key responsibilities focus on integration of the platform with other systems of record, data sources and data destinations.

What You Will Do:
  • Performs resolution of complex problems affecting application systems. Initiates problem avoidance actions.
  • Prepares detailed specifications from which programs will be enhanced and expanded. Analyzes and revises existing system logic and documentation as necessary.
  • Recommends/implements solutions to minimize and/or prevent system interruption.
  • Performs change and problem management using standard tools following change management policies and procedures for software/hardware propagation to other platforms and/or environments.
  • May indirectly lead moderately complex projects and participate on business, data and technical projects. Provides project updates and prepares management reports as required.
  • Utilizes available tools for automation of manual processes.
  • Follows and ensures adherence to technical standards for programming and design techniques. Uses software solutions in accordance with required standards and procedures. Contributes to development and revision of related standards and procedures.
  • Assists with compliance with internal standards, audit requirements and Information Security requirements.
  • Performs other related duties as assigned.

Other responsibilities include:
  • Strong problem-solving skills with an ability to drive issue resolution.
  • Strong organizational skills and the ability to structure complex information.
  • Able to proactively identify and drive resolution of risks.
  • Strong oral and written communications skills and attention to detail.
  • Ability to work independently in an environment with some ambiguity.
  • Ability to work effectively in a large, geographically distributed work environment.

Qualifications/Education:
  • Preferred knowledge and fluency in the Mega platform, SQL, Tableau, APIs, and other integration tools for data and functionality.
  • Data quality experience, software testing and process development background helpful.
  • PMP, Agile or related certification preferred.
  • Bachelor's degree required, Master's degree preferred or equivalent experience.
  • 5-8 + Years of proven experience acting as an engineer/developer on large integration projects and/or initiatives.
