What we do:

The New York Fed, on behalf of the Federal Reserve System, offers correspondent banking and custody services to foreign central banks and international monetary authorities (FIMA) and the System Open Market Account (SOMA) to facilitate their official financial operations, as well as support financial stability operations in the U.S. and abroad. The Central Bank and International Account Services (CBIAS) area of the New York Fed's Markets Group serves the U.S. dollar reserve management needs of its official customers by offering payments, custodial, clearing and settlement, collateral management, and investment and liquidity services. CBIAS has a long history of providing safe and efficient banking services to its customer base by managing over $7 trillion for FIMA customers and SOMA with transaction volume presently exceeding $300 billion per day. CBIAS maintains two operating locations, in New York City and Richmond, Virginia.

The Business Development (BD) staff is one of four units in the Customer Account Services (CAS) Directorate within CBIAS. The CAS Directorate is responsible for relationship management, service administration, investment and liquidity management, customer trend analysis and market intelligence activities. We are looking for a Policy Analysis and Reporting Specialist for the BD staff, which has three primary goals: (1) to provide core data management and regular internal reporting duties related to CBIAS account activity and trends; (2) to use the informational value of CBIAS's custody activity to inform policymakers on relevant topics and developments; and (3) to support a range of customer-related and thematic projects, including growth of value-added services and customer experiences offered to foreign official institutions.

Your role as a Policy Analysis & Reporting Specialist:
  • Lead ongoing monitoring and data reporting related to FIMA custody holdings, including planning and ensuring staff execution of regular data production and reporting duties. Perform quantitative and qualitative analysis on account holdings, incorporating relevant public macroeconomic and market data, to identify key themes and trends, with a particular focus on policy-relevant issues.
  • Coordinate and lead team discussions on analytical themes, review and provide feedback on other team members' analytical work, and lead discussions with groups around FRBNY and the Federal Reserve Board to ensure awareness of relevant market and policy issues.
  • Provide stakeholders with high quality analysis related to FIMA customer accounts and activity, emerging reserve management trends, and customer engagement programs combined with awareness of foreign jurisdictional and global developments.
  • Lead discussions with external foreign official and commercial institution contacts on relevant topics.
  • Maintain and refine databases, dashboards and processes used for generating CBIAS reports, including troubleshooting issues that arise. Suggest and develop new analytical products, approaches and tools to support team efforts.
  • Participate in or lead CAS projects aimed at improving the services and customer experiences provided by CBIAS to foreign official institutions, as well as other strategic business initiatives.

What we're looking for:
  • Proven project management and leadership skills, especially involving data management initiatives, and ability to manage multiple projects simultaneously while coordinating among different teams.
  • Demonstrated quantitative analysis and data management skills. Background in data querying techniques (e.g., Oracle SQL), database software, and macro writing and programming (e.g., VBA, R, Python) highly desired.
  • Experience with data visualization software (e.g., Tableau).
  • Strong communication skills, including writing skills, discretion to proactively escalate issues, and ability to present detailed topics to diverse audiences.
  • Familiarity with international market and economic issues, including the factors that shape foreign currency reserve management decisions; knowledge of fixed income/currency markets and portfolio management principles desired.
  • Ability to collaborate across operational, technical, relationship management, and analytical staff.
  • Flexibility to travel to NYC or Richmond, VA office on a periodic basis.
