Job Description: PM needed to provide project management oversight to ensure the coordination of all assigned projects are on time and within budget and scope. This position will oversee multiple projects including technology development and maintenance, COTS implementations, infrastructure enhancements, and security. This position will provide highly-credible leadership to project teams and be able to accurately and objectively evaluate complex project risks and issues. This position will also collaborate with customers and develop strategies and solutions of high business value. Responsibilities:- Manage all aspects of assigned projects throughout the project lifecycle to ensure they are completed on time and within scope and budget.
- Define, document, and manage project scope, schedule and budget.
- Develop, maintain, and distribute standard project management artifacts (i.e. WBS, risk assessments, project charter, RACIs, communication plan, MS schedule, status reports, etc.)
- Ensure applicable project documentation is complete, current, and stored appropriately.
- Develop and maintain a detailed project schedule throughout the project lifecycle.
- Align project deliverables and milestones with department’s strategy and objectives.
- Manage projects to adhere to the city’s IT Governance process and structure.
- Keep leadership and the IT Operations Committee informed of key issues that may impact project completion, budget, or results.
- Facilitate project conference calls, status meetings, planning sessions, and provide for meeting notes.
- Be a consultant to customers and communicate project status throughout the project lifecycle.
- Proactively identify and mitigate project risks and issues.
- Manage project resources, overseeing day-to-day task execution.
- Utilizing system-based project management applications, collaboration applications, and MS Office applications; SharePoint, MS Project, Teams, etc
- Solid exp with Waterfall methodology (vs Agile).
- Demonstrated experience in organizing, planning, and managing information technology projects ranging in size/scope from low risk/complexity to high.
- Demonstrated experience in project planning, establishment of critical plans, identification of risks/issues, defect tracking, and status reporting.
- Knowledge and experience in the associated disciplines of business analysis, software development, quality control, configuration management.
- Knowledge and experience in the associated disciplines of technical support, training, and production operations.
- Knowledge of business process engineering methods.
- Demonstrated skills in excellent facilitation, collaboration, negotiation, and presentation skills.
- Demonstrated skills in meeting facilitation with customers and technical teams.
- Demonstrated skills in documenting and understanding customer requirements, processes, and design and programming specifications
- Demonstrated skills in utilizing Waterfall SDLC model
- Demonstrated skills in reading logical data models, databases and programming specifications developed from customer requirements
- Strong attention to detail, with the ability to follow-through
- Must be able to operate effectively in a changing environment with multiple priorities
- Excellent verbal and written communications skills
- Strong analytical, planning, and organizational skills with an ability to manage competing demands
- Bachelor's degree in Information Technology, Information Systems or Computer Science, or equivalent experience
- PMP Certification or Six Sigma Green Belt Certification
