ECS is seeking a
Geospatial Analyst to work in our Springfield, VA office. Job Description: The Geospatial Analyst focusing on Boundaries job description includes researching open source and Intelligence databases, extracting and/or acquiring geospatial information, derivative information and multi-INT data for extracting specific mission-related land and/or maritime boundaries in accordance with customer data and product specification.- Provide for extracting and/or acquiring geospatial information, derivative information and multi-INT data for analysis and visualization. Includes extracting land and/or maritime boundaries in accordance with NGA data and product specifications.
- Interpret and apply policies governing the treatment of international and maritime boundaries, limits and claims, as well as the general guidelines emanating from the Department of State (DoS) and the United Nations Convention on Law of the Sea (UNCLOS)
- Extract boundary data using appropriate government or commercially sourced imagery.
- Assist in developing and implementing a metadata catalog based on NGA standards
- Assist in establishing and managing geospatial analysis research and production, as well as the strategies and processes to achieve the goal of analyzing the logistics and security associated with mission-specific issues
- Create, update, and manage geospatial information system databases and products
- Assist in identifying, compiling and assessing geospatial and imagery data sets to support requirements
- Collaborate with analysts, partners, and customers as required in the form of written reports, graphics, and briefings.
- Present boundary extraction results in the form of datasets, visualization, and models for inclusion in standard and non-standard/informal NGA intelligence products.
- Use of digital cartography, image processing, geographical information systems (GIS), geospatial production techniques and NGA digital data formats.
- Work on specific teams (land or maritime), support RFIs and perform tasks supporting the mission of NGA's boundaries branch as directed
- TS/SCI clearance
- An intermediate level of mastery, of geospatial analysis software suites to accomplish the mission. In general, NGA uses ESRI, ArcGIS, Socet Set, and CARIS BASE Editor, the industry standard for maritime boundary GIS compilation.
- Expertise in research and information gathering for the following sources: primary legal documents that pertain to the delimitation, demarcation and maintenance of the boundary, including textual descriptions, coordinate lists, reports and accompanying maps; native maps, secondary source maps, and historic maps used for extraction and comparison
- Expertise in common office software to include spreadsheets, word processing and e-mail.
- Expertise in extraction from stereo and mono imagery at various resolutions and digital terrain elevation data sets.
- Expertise in attributing and digitizing boundaries from georeferenced and ortho-rectified sources, applying projection, datum, and coordinate transformations, georeferencing and ortho-rectifying source materials (maps, imagery).
- Ability to utilize geographic names information from the GNDB.
- An understanding of several NGA products such as Controlled Image Base (CIB1), Topographic Line Maps (TLMs), Digital Terrain Elevation Data (DTED), Shuttle Radar Topography Mission (SRTM), National Technical Means (NTM) imagery, as well as commercial imagery in boundary delineation processes, including data retrieval and storage.
- Ability to prepare comprehensive technical reports, which will include preparing textual and graphic reports on the sources, methodologies, obstacles, and conclusions of the boundary delineation processes.
- Ability to collaborate with analysts in the Source Directorate, Dept. of State, and CIA who also do boundary analysis for guidance, and coordination
- ESpecific experience processing boundaries following NGA policies and procedures.
- At an introductory level of mastery, knowledge of programming in appropriate scripting languages (Python, JavaScript, etc.).
- Intermediate level mastery of United Nations Convention on the Law of the Sea (UNCLOS) as it pertains to the understanding, construction and analysis of maritime boundaries and limits
