Basic Purpose To plan, manage, execute and support design, development and delivery of software products across the enterprise, including Enterprise Productivity applications, collaboration platforms, and content solutions and the Admin Services, Presidents/CEO Office and Records and Information Management divisions resulting in world class member and employee experience. Oversee the operations of business unit technology product lifecycle, encompassing stakeholder management and communications, scope and financials, team management, technology and delivery, and operations support across all technology products across Employee Productivity and Collaboration Services.

Responsibilities:

• Leading enterprise-wide transformation of employee productivity and collaboration technologies, providing end to end support and driving continuous enhancement to the employee experience• Oversee and direct the Records & Information Management (RIM) branch responsible for the implementation of enterprise-wide technologies to support records and information retention• Oversee and direct operations of Admin Services and Presidents/CEO Office branches, including the development, delivery and support of software products and technologies• Build and maintain relationships with internal and external key stakeholders throughout the entire product lifecycle, including managing client engagements, agreements and technology• Lead executive steering committee of stakeholders across the business domains, ISD and enterprise; represent Information Services on cross-organizational and inter-departmental teams• Define, build and maintain business unit technology product and portfolio level health metrics, dashboards, OKRs and KPIs to be leveraged in various stakeholder engagement and communication; provide constructive and actionable feedback to Technology Product Owners, Technology Product Managers, Vendors, Strategic Partners, team members, etc. to achieve expected outcomes• Develop and own definition of technical scope and capabilities, partnering with business product owners, technology product owners, technology product managers, architecture and cloud engineering to provide technical insight throughout portfolio and product planning, prioritization, budgeting and product financials• Partner with Technology Product Owners, Technology Product Managers, Portfolio Product Managers and Vendors to ensure that the right resources (skills, competencies, team size) are onboard to support the delivery of Product capabilities aligned to Product roadmaps• Accountable for budget activities, including planning, actual, forecast and corrective action planning, as well as planning portfolio and product budgets across both Capex and Opex• Oversee and direct end to end product delivery via SAFe framework and ongoing support in conjunction with systems support based on production support operating model and defined SLAs; communicate and resolve escalated stakeholder issues; surface recommendations, aligning to product roadmaps• Develop strong partnership with InfoSec, Risk and Compliance divisions to ensure understanding, accountability and adherence to regulations, policy, standards, and processes for the product portfolio• Develop and define clear core work definitions and roles and responsibilities, process flows and aligned to digital operating models; demonstrate the complete product life cycle and capabilities of each Product as well as portfolio level product health dashboards and journeys• Bring external perspective and ideas from relevant sources, keep current with technology trends/SaaS, government/policy impacts and industry best practices; analyze benchmarking, trend analysis, industry and other input to drive continuous improvement or defined enhancements into the Products and new Ways of Working• Collaborate with Enterprise Architect, Information Security and Cloud Engineer divisions to determine and define the technical architecture required to implement and support products, ensuring alignment to enterprise anchor platform strategy including application rationalization landing zone (sustain, transform, retire)• Develop workforce strategy (skills, competencies, team size, span of control, persona's) supporting both on premise and cloud solutions for each product, ensuring effective and efficient allocation of staff resources to service products and capabilities utilizing Agile framework (i.e., SAFe) and leveraging modern delivery• Ensures compliance with Navy Federal's policy and standards, practices and processes • Build and strengthen organizational capability by upskilling and adding new capabilities, technical skills, and competencies, and eliminating low-value activity with view to long range goals and roadmaps• Perform supervisory/managerial responsibilities o Set direction to ensure goals and objectives align with corporate and division strategy o Select management and other key personnel; oversee talent development/succession planning o Collaborate with leadership/executive colleagues to develop/execute corporate initiatives and/or department strategy o Oversee the preparation and execution of division AFP o Manage merit pay in accordance with specified objectives and guidelines• Perform other duties as assigned

Qualifications and Education Requirements:

• Bachelor's or Master's degree in Information Technology, Computer Science, or related field, or the equivalent combination of education, training and experience• Significant and demonstratable experience leading the transformation and delivery of employee productivity, collaboration and content solutions (ie., Microsoft 365 Product, Apps and Service Suite) working in a large-scale IT organization with diverse technologies, solution architectures while operating in a Product Delivery model leveraging Agile framework (ie. SAFe) • Experience leading various Administrative Services, President/CEO Office, as well as Records and Information Management Products with diverse technologies, solution architectures while operating in a Product Delivery model leveraging Agile framework (i.e, SaFe)• Significant experience onboarding and leading to contractual outcomes Managed Services Providers, Systems Integrators, Service Providers, etc. to support the delivery of capabilities aligned to Product Roadmaps• Ability to collaborate with Business Product Owners and develop Product roadmaps and vision aligned to business stated outcomes and continuous to deliver measurable agreed upon outcomes• Advanced knowledge leveraging Agile delivery frameworks (i.e., SAFe) and transforming delivery teams from traditional waterfall/hybrid delivery to more agile/hybrid delivery model• Advanced knowledge operating in a Product Delivery Model and management methodologies and experience in cloud native architectures leveraging CI/CD, API frameworks, Azure DevOps, etc. • Advanced experience managing information technology resources to ensure adherence to policy and standards (e.g., vulnerabilities, risk profile, patch management, infosec, etc.) as well as managing to business stated outcomes and continuous delivery of measurable results• Advanced skill effectively communicating complex technical issues to non-technical audiences as well as operating model changes resulting from moving to a Product Delivery model leverage Agile framework (i.e., SAFe)• Advanced skill problem solving, situational analysis, collaboration and critical thinking • Advanced skill to formulate a strategic vision and define and implement action plans to achieve strategic goals and stated outcomes around People, Process, Technology and Do, Learn and Grow• Advanced verbal and written communication as well as presentation skills targeted to the audience, including executive level leadership• Significant experience in working with all levels of staff, management, stakeholders, vendors• Significant experience in demonstrating thought-leadership, initiative-taking, decision-making and creativity solving business problems, demonstrating the ability to drive change • Significant experience in resource allocation and management• Significant experience in budget management including planning, actuals and forecasting and corrective action• Significant experience in leading, guiding and coaching professional staff

• Advanced knowledge of Navy Federal's functions, philosophy, operations and organizational objectives• Master's degree in Information Technology, Engineering, Computer Science, or related field • Advanced knowledge of Microsoft 365 Product, Apps and Service suite of productivity, collaboration and content solutions and leading the transformation and adoption across the enterprise
