Basic Purpose The Technical Program Manager works closely with the Product Owner to prioritize and lead delivery of the Modern Deployment sub-initiative. He/She will develop and communicate the CICD program plan and roadmap illustrating how Epics and features are intended to be implemented over time. He/She will exhibit behaviors of a Lean-Agile Leader and helps the team embrace SAFe core values and apply SAFe principles. He/She is a servant leader enabling teams to self-organize, self-manage, and deliver value. Align teams to business goals and Program PI objectives, identify dependencies and foster cross-team collaboration. Facilitate team events and removal of impediments, while fostering an environment for high performance.

Participate on complex, essential activities working under minimal supervision and with wide latitude for independent judgment. Accountable for completion of assigned deliverables and milestones. Individual contributor and mentor to teams.

Responsibilities:

• Develop the Plan and program roadmap in collaboration with the team and product owner • Support the flow of work through the program Kanban and into the team's backlog ensuring enough features are ready and prioritized in the backlog • Facilitate the communication of accomplishments and strategic milestones • Support the team rules of Scrum, eliminate impediments and lead the team in efforts for relentless improvement and heightened efficiency• Ensure Modern Deployment roadmap is up to date and supports enterprise strategy • Facilitate the team's progress toward team goals; utilizing the current Program Increment (PI) Objectives as Iteration Goals• Ensure that goals, scope and product backlog items are understood and can be fulfilled by team members• Collaborate with Product Owner, customers and developers to identify and clarify scope of problems/issues in terms of business/systems requirements and processes• Support the team's efforts to continuously improve communications and relationships with other delivery teams; represent the team in the Scrum of Scrums (SoS), helping the team remain aware of engagement opportunities and program effectiveness• Engage in challenging the old norms of development to improve performance in the areas of quality, predictability, flow, and velocity• Analyze and align demand and capacity for the CICD team • Support software development teams in applying the Scrum/Kanban framework• Perform other duties as assigned

Qualifications and Education Requirements:

• Knowledge of DevOps / Continuous Integration and Delivery framework • Significant agile scrum experience, as well as strong fundamentals in SAFe principles • Working knowledge of Cloud Applications to include Azure DevOps boards • Proficient in software development and system administration• Significant experience in resource allocation and management• Significant experience in leading, guiding and coaching professional staff• Significant experience leading agile development teams and facilitating team meetings in Scaled Agile environment• Advanced knowledge of development or operations framework methodologies, including Agile principles• Advanced database and presentation software skills• Advanced research, analytical, and problem solving skills• Effective skill in building strategic and execution-focused plans and alliances with partner leadership

Desired Qualifications and Education Requirements:

• Advanced degree in Information Systems, Computer Science, Engineering, or related field• CSM, Scaled Agile and/or PMI-ACP certification• In-depth knowledge and experience in Banking/Finance/Investments, familiar with terminology, concepts and business processes and systems• Familiarity with industry standards and regulations

Hours: Monday - Friday, 8:00am - 4:30pm

External salary range: $92,900 - $131,300

Due to COVID-19 and social distancing, this position will be temporarily working from home with plans to return to campus at the desired location listed once Navy Federal is back to normal operations. The specific logistics for returning to campus will be determined at a future date by individual leadership
