Job Summary: Responsible for providing effective and efficient data and voice communication services to all levels of NEXCOM and supported Exchange(s) technical staff and management, utilizing the most current technology.

Duties and Responsibilities: Incumbents of this position must be U.S. Citizens. Obtains budgetary estimates, and completes/tracks acquisition requests for official Data and Voice telecommunication equipment and services for the Navy Exchange Service Command (NEXCOM) and its core business entities worldwide. - Coordinates the installation and support hierarchy for telecommunication equipment and services ordered. - Coordinates the installation and support for associated telecommunications equipment and services with on-site technical support staff, on-site non-technical staff, commercial vendors and Department of Defense entities as required. - Provides assistance to appropriate personnel in such matters as billing problems and inconsistencies; providing technical advice on costing for services and training. Applies for credits from providers as required by invoicing inaccuracies. Reconciles inaccuracies in telecommunications invoicing. - Assists in the preparation of the departmental telecommunications expense budget and projects future budget requirements based on current commitments and expected equipment/service additions, changes and removals. - Develops and maintains spreadsheets and databases used to track necessary telecommunications service and equipment data such as cost, POC, location, type, contract renewal date, upgrade requirements, etc. - Conducts research and development for new telecommunication products and services and prepares written recommendations for all levels of NEXCOM management as required. - Liaisons with other NEXCOM functional codes and business lines worldwide to determine telecommunications requirements. - Responsible for documentation related to the installed cable plant, maintains updates to include adds, moves, and changes. - Responsible for creating and maintaining site drawings documenting the interconnectivity of telecommunications equipment for each site. - Conducts research and stays abreast of all in-use and emerging cable plant and termination technologies. - Maintains the security and integrity of all telecommunications hardware and software. - Provides oral and written reports to all levels of the Code I management chain. - Performs other related duties as assigned. This position is designated IT-2 (Non-critical Sensitive) in accordance with SECNAV M-5510.30 and will require a favorable Access National Agency Check and Inquiries (ANACI).Requires a total of 4 years of experience as indicated below:

GENERAL EXPERIENCE: 3 years of experience in administrative, technical, merchandising, retail or other work which enabled the applicant to gain a general knowledge of researching, procuring and managing services or products.

OR SUBSTITUTION OF EDUCATION FOR EXPERIENCE: One year of academic study above the high school level may be substituted for 9 months of experience up to a maximum of a 4 year bachelor's degree in a Marketing/Sales, Business/Information Systems or Computer Science discipline for 3 years general experience.

AND SPECIALIZED EXPERIENCE: 2 years of progressive experience in general Information technology including: researching, procuring, and managing a variety of telecommunications services and products for a geographically diverse network environment; and budgeting for services based upon current commitments and expected equipment/service additions, changes and removals. Preferred experience includes: managing telecommunications services in a retail environment.
