Responsibilities Joining CISA means being part of the team focused on securing the Nation's physical and cyber infrastructure against threats to public health and safety, economy, and national security; we Defend Today, Secure Tomorrow. Within CISA, the Integrated Operations Division (IOD) coordinates, collaborates, and executes CISA's operational activities to ensure seamless support and expedited response to critical needs. IOD enhances mission effectiveness and situational awareness by unifying the conduct and reporting of CISA operations through a single channel to provide CISA leadership with a common operational picture and ensure cross-divisional coordination in the implementation of CISA programs. IOD delivers intelligence products and context to support all missions. The division also conducts continuity and internal exercises to improve operational readiness throughout CISA. IOD serves as the primary service delivery function for CISA customers, operating under the direction of the ten regional directors. IOD standardizes and expands CISA's presence in the regions to adapt to evolving requirements and coordinates with other divisions on implementation of programs in the field. Typical work assignments include:
  • Serving as the key advisor regarding administration and coordination of CISA operations activities within the region.
  • Supporting the Regional Director and regional personnel during planning and execution of incident response, including drills, exercises or simulations, and special events [i.e. National Special Security Events (NSSE) and Special Event Activity Rating (SEAR)].
  • Supporting the coordination of regional assessment activities (i.e. Regional Resiliency Assessment Program (RRAP) and other assessment activities), to include providing project management of critical infrastructure security operations within the region.
  • Leading, managing and contributing to the CISA Regional Operations (OPS) core functions. Core OPS functions include tracking, reporting, serving as an information hub and clearing house, and maintaining critical data and information for regional personnel during steady-state, incident response, and project-based analytical support activities.
  • Supporting the Regional Director in determining regional critical infrastructure(e.g. cyber, physical and chemical) protection and resilience priorities, goals and strategies to effectively provide infrastructure protection support within a region.
  • Lead the analysis of critical infrastructure dependencies and interdependencies within region/district programs and conduct cascading effects analysis to determine how dependencies might affect the region during an incident.
  • Providing operational critical infrastructure (e.g. cyber, physical and chemical) analysis and producing regional and district-level reports to keep stakeholders informed.

Qualifications You qualify for the GS-13 grade level (starting salary $99,319.00) if you possess one year of specialized experience at the GS-12 grade level performing the following duties:
  • Leading the analysis of program functions, processes and systems to support the organization's critical infrastructure security and resilience mission;
  • Implementing policies and management plans for critical infrastructure programs to achieve organizational goals;
  • Leading incident management activities, to include coordinating incident response and special event planning, analysis, execution, and support efforts;
  • Maintaining and disseminating critical infrastructure information and data to stakeholders in reports and during meetings/working groups; and
  • Performing supervisory or team lead duties (i.e., overseeing work assignments, providing input into the evaluation of employee performance, and assigning work to staff).
  • National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
