Spokane drivers with auto insurance pay between three and ten times more than we should be paying for insurance coverage against uninsured drivers. I pay $170 per vehicle per annum, but if I bought the same policy from the same company in Calgary, I would pay $30.
The reason for the difference is that the police in Calgary allow no uninsured vehicles, while our police practise catch-and-release, so we have tens of thousands of uninsured vehicles here.
The Attorney-General is unable to identify any lawful authority under which the police may allow illegal driving. The RCW does not say it's illegal to have no insurance when driving, but rather it's illegal to drive with no insurance. The driving is illegal and the police cannot allow illegal driving.
I want my money back.
