Transnational Organized Crime SME

CENTRA Technology, Inc. CENTRA's Homeland Group provides a range of homeland security and law enforcement intelligence support, risk analysis and modeling, and program management services to Federal, state, and local agencies. The Homeland Group is looking for a TS/SCI-cleared Subject Matter Expert in transnational criminal activity to support the Department of Homeland Security (DHS) Office of Science and Technology (S&T). The successful applicant will serve as SME for a DHS S&T program assessing and enhancing the application of emerging DOMEX, data/media analytics, behavior science, sensor system, biometrics, and machine learning/artificial intelligence research and digital forensics tools to provide enhanced capabilities for DHS and partner agency law enforcement organizations.

The SME will possess in-depth knowledge of transnational organized crime networks and their actors. This includes child exploitation, human trafficking, war crimes and narcotics & weapons trafficking. He/she will examine, assess, analyze, and/or resolve highly complex problems and evolving requirements. The SME is expected to prepare and iterate high-quality deliverables, both written and oral with minimal technical guidance and oversight.
  • High School Diploma/GED plus 20 yrs. relevant experience, OR Associates Degree in a relevant field plus 18 yrs. relevant experience, OR Bachelor's Degree in a relevant field plus 16 yrs. relevant experience, OR Master's Degree in a relevant field plus 14 yrs. relevant experience; or Doctoral Degree in a relevant field plus 12 yrs. relevant experience.
  • Experience designing, facilitating, and overseeing literature reviews and interviews with national and international stakeholders (including law enforcement, federal Government partners, researchers, and digital forensics practitioners) to identify operational gaps of law enforcement organizations.
  • Knowledge of qualitative and quantitative techniques to assess performance.
  • Ability to communicate effectively, both orally and in writing.
