The Application Developers within the Public Health Systems are part of a team responsible for implementing and managing various systems and the data that supports the Department of Health and Statewide response to the COVID-19 pandemic, public health surveillance activities, and other systems. The systems and supported data impact the general public, local health jurisdictions, laboratories, hospitals, CDC, and others. These positions provide technical support development and are responsible for managing applications on a platform of technologies used across the agency to support our COVID response. These positions perform technical level work related to application services (including application development, data management, and system administration) in supporting the systems under its immediate area.

We’re hiring for three positions to develop and support enterprise-wide application solutions and ensure that applications are secure and meet applicable state/federal security standards. The incumbents must understand complex business problems and provide a wide range of solutions that meet customer requirements. We’re looking for people eager to use knowledge of system requirements such as network, security, and internal policy requirements to determine how best to implement new or modify existing services to the agency. These positions are responsible for planning, designing, implementing, and maintaining applications development solutions.

Required Qualifications

Option 1: A Bachelor’s degree or higher in Information Technology program or a closely related field; and four (4) years of professional experience in one or more of the following IT disciplines: consulting, analyzing, designing, programming, installing, or maintaining computer software applications.

Option 2: An Associate degree or higher in Information Technology program or a closely related field; and six (6) years of professional experience in one or more of the following IT disciplines: consulting, analyzing, designing, programming, installing, or maintaining computer software applications.

Option 3: Eight (8) years of professional experience in one or more IT disciplines: consulting, analyzing, designing, programming, installing, or maintaining computer software applications.

and

Three (3) years of the listed above of professional experience in the software development field must include:
  • Using Microsoft Visual Studio and other Software Development tools to develop and maintain division or agency level systems.
  • Evaluating requirements, estimating development times, designing, developing, testing, implementing, and maintaining .NET applications and web services, WCF, C#, .NET Framework, ASP.NET, MVC, Web Forms, JavaScript, jQuery, AngularJS, T-SQL using Software Management tools such as Team Foundation Server (TFS).
  • Using Microsoft SQL Management tools to develop and maintain back-end codes and database objects.
