Job Description

The purpose of the Sacramento Estimating Manager is to help identify new business opportunities for the Sacramento branch and preparing and overseeing the preparation of estimates for various size projects. The Sacramento Estimating Manager is responsible for overseeing all activities of the estimating staff and assigns estimating team member’s specific scope tasks in accordance with their best qualified skills and capabilities, utilizing performance measurement techniques todetermine levels of deliverable performance.

Duties and responsibilities

· Oversees all estimating tasks, assigns responsibilities to each team member by ensuring that all estimating team members are tasked correctly according to their skill specialty and strongest area of expertise.

· Provide guidance and direction to the estimating team while ensuring that all members of the team adhere to company estimating practices, techniques, processes, procedures and policies.

· Oversees, organizes, and manages training and guidance to Senior Estimators, Estimators, and Jr. Estimators/Estimating trainees in the preparation, and production of cost estimates using the required company software programs, estimating tools and equipment.

· Lead employees using a performance management and development process that provides an overall context and framework to encourage employee contribution and includes goal setting, feedback, and performance development planning. Define estimating team goals and metrics.

· Provide effective performance feedback through employee recognition, rewards, and disciplinary action, with the assistance of Human Resources, when necessary.

· Leads all project scope requirements, reviews general conditions, schedule, and scopes of work, site logistics and other exhibits.

· Reviews and determines the accuracy of estimated resources and productivity including; labor and equipment rates, crew development, production rates, efficiencies, material pricing and job condition cost to deliver reasonable estimates of probable project cost.

· Ensures that the tasked estimating deliverables meet quality control and quality assurance procedures, best in class estimates for projects.

· Establishes an atmosphere with subcontractors, vendors and suppliers conducive to obtaining competitive bids and quotations for materials, systems, subsystems, and services that may be required to deliver estimates for total project scope.

· Maintains and communicates data on construction and material cost trends affecting project costs.

· Manages and oversees the accumulation, evaluation, and documentation of historical cost data, inclusive of construction location, site conditions and restrictions, contract terms, contract execution plans, procedures and methods in order to maintain current estimating database information and cost data.

· Analyze alternate means and methods to determine the most economical alternative.

· Builds effective relationships with customers, sub-contractors, and suppliers that reflect and support company core values and meets or exceeds the customer's expectations.

· Actively participates in industry, client and community relations to enhance company image.

Qualifications

Education/Experience

  • Required: High School Graduate or equivalent with trade background and subsequent experience.
  • Preferred: Degree in Engineering or Construction related field from an accredited school.
  • 7 years or more experience in estimating, proposals and project execution.

Skills, Knowledge & Abilities

  • Advanced knowledge in electrical estimating and related functions plus thorough knowledge of company objectives impacting estimating, estimating strategies and techniques, and contracts.
  • Thorough understanding of electrical construction, contracts and terminology.
  • Excellent organizational, supervisory and decision making/problem solving skills.
  • Strong written and oral communication skills to effectively disseminate information.
  • Ability to make administrative and procedural decisions and judgments.
  • Ability to foster a cooperative work environment.
  • Ability to plan, develop and coordinate multiple projects.
  • Proficient in Software/Computer programs and equipment.
    • Microsoft Office Suite (Word, Excel, PowerPoint, etc.)
    • Estimating software such as Acubid
    • General office equipment

· Possess strong mathematical and computer skills.

· Strong interpersonal skills.
