Leads the proposal process by managing cross-functional resources to complete proposals.Primary duties to include, but are not limited to: Involved in all aspects of proposal development. Assembles internal and external subject matter experts. Ensure quality, completeness and oversight of technical writing. Develops bid strategy with operations and business development teams. Validates and tests the business solution proposed. Reconciles the customer requirements against proposed staffing levels and solutions and identifies any gaps. Directs all proposal and Q&A responses. Leads the activities of lower level staff and contracted staff performing related functions. Develops processes and infrastructure to support submission of bids. Develops win strategies and final proposal submission after reviews.Responsibilities specific to this role include: Participate in meetings (proposal kick-off, writer, strategy sessions). Review RFP and contract requirements, including amendments. Collaborate with Business Development Team and Corporate Subject Matter Experts to brainstorm strategy and approach to RFP questions/requirements. Stay current on developments in Medicaid managed care. Prepare well-written, comprehensive responses that comply with the RFP, proposed contract, and any attachments include graphics (as indicated). Adhere to the style guide and template. Reflects Growth Director, Book Boss, and SME input. Maintain organized files and drafts of work in appropriate locations. Review competitor responses. Catalog past proposal sections for the Content Library.Requires a BA/BS degree in a related field; 10 years of proposal related experience; Medicaid background/experience; or any combination of education and experience, which would provide an equivalent background. Proven win rate with large complex bid responses. MBA preferred. APMP Foundation certification or equivalent professional certifications preferred.Preferred Skills and Knowledge: Provider Network experience/knowledge. Strong Medicaid understanding. Proven win rate with large complex bid responses. Knowledge of state-funded procurement processes, rules and requirements. Ability to quickly analyze RFP requirements and draft responses that are comprehensive and compliant. Attention to detail, strong organizational skills and ability to meet deadlines.
