Hourly Rate: $30 W2; $35 CTC/1099 Job Description: This position is primarily responsible for preparation and analysis of budget, finance management operations, and business information services operations for the Information Technology Department (IT). The work is performed under the supervision of the IT Director. This position will also manage the approved vendor contracts and equipment purchases. The Business Manager will advise the IT Director on department financial management, cost controls and service contracts with the state and municipalities. This role will also help manage projects both lead by IT and projects in which IT is a participant. This role will serve as the main IT communication hub between all parties. This person will also be responsible for working in conjunction with IT team members in coordinating tasks and tracking deadlines. ESSENTIAL DUTIES: Plans, organizes and develops the budget with the guidance of the IT Director. Facilitates the budget process for the IT department. Coordinates the budget revenue and expenditure forecasts and annual capital improvement expenses. Maintains cost accounting system and ensure chargeback process is completed and followed. Monitors expenditures; utilizes accounting practices to capture available state/federal funds and ensures compliance within budget limitations for the IT department's overall budget and individual cost centers. Performs month-end accounting procedures. Prepares financial report for IT Director. Assists IT director in closing department financial records at year-end and preparing closing financial reports. Ensure accuracy of financial reporting, account codes, and balance sheet accounts. Help prepare department annual financial reports. Assists and advises the IT Director regarding financial functions, budget and capital bonding. Implements and monitors the effectiveness for the following areas of responsibility, continuously looking for ways of improving operations: Billing/Chargeback Audits Financial Forecasting Internal Controls Department Budgets Fixed Assets & Inventory Purchasing Capital Projects Planning & Costing Assist in planning work priorities for IT projects. Assist with the coordination of specific, simple tasks and activity coordination assistance within the work-stream of a project. Help with the review of the existing Project Lifecycle Management process, coordinating modifications, and assisting with the rollout of the streamlined process. Compile project status reports, coordinates project schedules, manages project meetings, and identifies and resolves technical problems. Assist in project communications; issue straightforward communications to limited audiences. Work under supervision in coordinating specific components and project work activities. Assist in assuring effective transition into production as appropriate. NON-ESSENTIAL DUTIES: Performs related functions as assigned. MATERIALS AND EQUIPMENT USED: Telephones, computers, printers, and other office equipment. Required Skills:

  • Bachelors Degree in Accounting (5 years)
  • 5+ years of project management / accounting experience (5 years)
  • Experience with SCRUM/Agile project methodology (5 years)
  • Valid Driver's License required. (5 years)
  • Fingerprint/background clearance required (5 years)
  • Knowledge of general accounting, cost accounting, governmental accounting and budgeting practices and procedures. (5 years)
  • Knowledge of computerized management information systems. (5 years)
  • Knowledge of principles of budgeting and revenue enhancement. (5 years)
  • Knowledge of billing, collections, and other financial functions. (5 years)
  • Knowledge of modern office management, organization, policies, practices and procedures. (5 years)
  • Knowledge of PPM tools and project management methodologies. (5 years)
  • Ability to follow established processes and the ability to identify, recommend, and implement opportunities for streamlining team and business processes (5 years)
  • Ability to research, analyze, summarize, and present complex financial information clearly and concisely. (5 years)
  • Ability to communicate effectively both orally and in writing. (5 years)
  • Lifting 20 pounds maximum with frequent lifting and/or carrying of objects weighing up to 10 pounds. (5 years)
  • Intermittent standing, walking and sitting; occasional driving. (5 years)
  • Using hand(s)/feet for repetitive single grasping, fine manipulation, pushing and pulling, and operating controls. (5 years)
