Hourly Rate: $57 W2; $65 CTC/1099 Job Description: Responsible for the overall planning, organizing, and execution of all IT functions of Brown County. This includes directing operations to meet customer requirements as well as the support and maintenance of existing applications and implementation of new technical solutions. This position is also responsible for the safeguarding of data, systems, and infrastructure. Responsible for strategic planning in order to ensure the development and implementation of cost-effective systems and efficient computer operations to meet current and future needs. ESSENTIAL DUTIES: Develops, communicates and implements a county-wide plan for the strategic use of information technology based on the needs of Brown County. Plans long-range goals, organizational structure and overall direction for the department to meet Information Technology strategic plans. Monitors implementation to ensure that goals and objectives are being met and that adequate progress is being made on the strategic plans. Manages the selection, procurement, implementation and maintenance of data systems and other technology while providing cost/benefit analysis to support decisions. Facilitates the implementation of enterprise systems and technologies used by multiple departments. Develops and maintains the County's information technology infrastructure, including the computer network and fileservers. Maintains awareness of effective applications of technology, especially those in local government, and provides consultation on technology issues to the County Executive, Director of Administration, County Board and Committees and County Departments. Develops the 5-year and annual budget for Information Technology. Ensures that the County's technology expenses are appropriate through cost control measures to ensure compliance with the established budget. Advises the Director of Administration and County Executive on departmental IT needs. Plans, directs and administers the ongoing operations of the Information Technology Department. Provides ongoing measurement of appropriate employee productivity and workload to ensure departmental efficiency and timely completion of projects. Provides support for the County's use of personal computers (PCs) and related technology. Manages the selection, implementation and maintenance of telephone and telecommunications systems for the County. Supports the collaborative networks and assumes a leadership role in developing similar technology initiatives with neighboring governments. Selects, supports, and motivates Information Technology staff; improves internal processes and enables the staff to more easily handle increasing workloads and maintain quality work. Researches, develops and implements plans for disaster recovery. Assists departments with needs assessments to evaluate the desirability of automating certain County functions in terms of operating efficiencies, and feasibility of accomplishing tasks through automation; ensures all approved service and project requests are completed in an appropriate and timely manner. Maintains adequate security of County IT Systems and develops security plans to mitigate risk for Brown County. Recommends policy and procedures related to the use and security of County IT Systems. Performs related functions as assigned. MATERIALS AND EQUIPMENT USED: General office equipment Computer Required Skills:

  • Bachelor's Degree in Information Systems, Computer Science, Business Administration, or a related field. (5 years)
  • Five to ten years of direct technical experience within the field of information technology. (5 years)
  • Five to ten years of significant and progressively responsible experience in the management of information technology in the public or private sector. Experience in local government is desired. (5 years)
  • Sound knowledge of IT systems, specifications, networks and computer systems. (5 years)
  • Problem-solving skills and an analytical mindset. (5 years)
  • Project planning and management skills. (5 years)
  • Proficiency in forecasting, budgeting and strategic use of IT staff. (5 years)
  • Excellent leadership, prioritization, and organizational skills. (5 years)
  • Ability to communicate to tech-savvy and non-technical staff. (5 years)
  • Knowledge of data systems and enterprise resources planning (ERP) systems. (5 years)
  • Knowledge of system administration and security protocols. (5 years)
  • Knowledge of enterprise networking and wireless technology. (5 years)
  • Knowledge of the procurement process and the ability to develop and negotiate contracts with vendors. (5 years)
  • Skill in developing and implementing long term technology plans. (5 years)
  • Ability to work with department staffs to identify technology needs. (5 years)
  • Skill in developing policies and procedures for information technology. (5 years)
  • Skill in developing budgets in a local government environment. (5 years)
  • Skill in employee supervision and management, using a consensus building, team-oriented approach. (5 years)
  • Ability to establish and maintain effective working relationships with staff, peers, management, various agencies, community professionals, officials, and the public. (5 years)
  • Ability to manage complex technology projects. (5 years)
  • Ability to manage support for large numbers of PC users; knowledge of best practices for PC installation and maintenance and help desk management. (5 years)
  • Ability to develop training programs and effectively train staff. (5 years)
