POSITION SUMMARYThis is an advanced professional position providing software development expertise supporting client initiatives. This position:• Analyzes, designs, develops, enhances and supports the client Income processing and Audit System (WINPAS), a client commercial off-the-shelf packaged application (COTS), including in-house custom developed applications and subsystems on web-based platform.• Supports the overall lifecycle for creating, maintaining and supporting client IT applications through requirements elicitation, analysis development, testing and implementation.• Plans, leads and performs testing activities for assigned system maintenance and enhancement requests.As a team-member, this position participates in projects to define requirements and develop IT applications that support client business processes. This position proposes design and system alternatives in response to customer requests. This position also develops specifications according to client systems development, project management and configuration management methodologies.The position requires comprehensive knowledge of Object-Oriencted software programming techniques and programming languages (like Microsoft .NET, Java, PL/SQL, etc.), relational database programming like SQL for systems such as Microsoft SQL Server, Oracle and analytical and problem resolution methods. The position also utilizes excellent communication skills, and the ability to work effectively within a team development environment.The position works independently under the broad policy guidance of the Business Intelligence Services Management Information Chief.RESPONSIBILITIESA. Perform advanced level programming tasks needed to develop, enhance, maintain and support complex IT applications consisting of commercial off-the-shelf packaged application (COTS) WINPAS, in-house custom developed applications on LAN and web-based platforms according to client standards.A1. Design and code complex programs using object-oriented design for new and existing systems (user interfaces, reports, batch jobs, business logic, data access modules) to meet user needs and specifications using approved client development toolkits and programming languages (like Microsoft .NET – C#, VB.NET, ASP.NET, Java, PL/SQL, SQL, etc.) in an integrated development environment. Develop reusable software and procedures that integrate two or more applications.A2. Prepare problem definitions, workflow procedures, test files, and system flowcharts necessary for effective support and maintenance of assigned systems.A3. Develop effort estimates and completion dates for assigned work. Review and finalize estimates with supervisor and/or designee. Complete assigned work per finalized estimates and completion dates.A4. Use and develop prototypes, modules, components, utilities and other software aids as required.A5. Monitor problem queues and respond to user requests in support of maintenance and enhancement requests. Update tracking systems to log work on problems and to document current status.A6. Run, test and debug programs so that all possible conditions are accounted for and that all calculations and formulas are accurate. Develop reusable software test scripts and plans. Coordinate tests with business areas, assisting business area experts and program liaisons with the analysis of test results.A7. Implement enhancements to information systems, including migrating development code to production environments.A8. Perform post implementation activities ensuring accuracy of code implementation.A9. Prepare general and technical documentation for systems, applications and programs.A10. Proactively research and learn new programming trends, languages, and create prototypes using new technologies through self-initiative.B. Perform difficult, complex, and unique systems analysis and design tasks for new and existing IT applications consisting of commercial off-the-shelf packaged applications (COTS), in-house custom developed applications on LAN and web-based platforms per client standards.B1. Study and analyze customer business and data requirements. Determine application feasibility and participate cost/benefit analyses.B2. Discover, analyze, organize and document complex application functional specification and data models that satisfy business and data requirements.B3. Create and document software designs and database models for modules and programs to be developed.B4. Participate in business requirements definition sessions, recommend solutions and create technical requirements

KNOWLEDGES, SKILLS AND ABILITIES1. Comprehensive knowledge of Object-oriented software programming techniques and programming languages (like Microsoft .NET, C#, Java, PL/SQL, etc.), relational database programming like SQL for systems such as Microsoft SQL Server, Oracle, and analytical and problem resolution methods.2. Ability to follow prescribed standards and procedures for software development and project management.3. Ability to develop work plans, estimate effort, and track progress on projects and tasks.4. Ability to use problem reporting and tracking systems (e.g. Fogbugz, SQR, Cherwell, Jira, etc.) for responding to and handling support problems.5. Advanced skills in diagnosing problems, isolating causes and implementing solutions to reported system problems.6. Advanced skill in programming using Microsoft .NET languages like VB.NET or C# and database programming using Microsoft SQL Server and ANSI SQL.7. Advanced ability to develop, maintain, and support complex systems in web environments.8. Advanced ability to develop specifications and documentation for automated business systems.9. Advanced ability to analyze and interpret business requirements and design and develop prototypes for complex information systems.10. Ability to develop and execute test plans and procedures.11. Strong analytical skills such as synthesizing complex or diverse information, collecting and researching data, using intuition and experience to complement data.12. Advanced ability to implement programming code to all system environments.13. Effective communication skills on projects with multiple team members.14.
