Class Summary

CONTRACT REQUIREDIncumbent is responsible for managing the building permitting process and building inspection operations for the City of Casper.REPORTING STRUCTURE: Receives general guidance from the Community Development Director.

Typical Class Essential Duties

1. Exercises supervisory authority over assigned division to include: authorizes time-off; approves payroll and hiring; coordinates staffing and operational activities; ensures that training and development is provided to staff; provides consistent accountability with disciplinary actions (as warranted), in addition to maintaining a healthy and safe work environment.

2. Manages, coordinates, and reviews the work plan for the Building Inspection Division and meets with staff to identify and resolve problems; assigns work activities and projects and monitors division workflow.

3. Participates in the development and implementation of goals, objectives, policies, and priorities for the Building Inspection Division; identifies resource needs; recommends and implements policies and procedures. Sets objectives and procedures for workgroup(s) within the division.

4. Coordinates and monitors the work of external contractors and ensures compliance with specifications and City standards for effective, safe, and secure operations.

5. Identifies opportunities for improving service delivery methods and procedures; reviews with appropriate management staff; implements improvements.

6. Coordinates departmental activities and priorities with other City departments and external agencies; attends meetings to receive and convey relevant information including monitoring the work of external contractors and ensuring compliance with specifications and City standards.

7. Prepares, recommends, and manages the division budget; approves and controls expenditures. Recommends and implements Capital improvements.

8. Prepares, reviews, and interprets operational and statistical reports.

9. Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of building codes and inspections.

10. Represents the City of Casper by responding to the public, citizens, its employees, and others in a prompt, professional, and courteous manner while continuously maintaining a positive customer service demeanor.

11. Performs other duties of a similar nature or level.

Training, Experience & Certifications

EDUCATION and EXPERIENCE:

  • High school diploma or equivalent (G.E.D.) required.
  • Minimum of three (3) years of recent, and increasingly responsible experience in regulatory, construction permitting and inspections, or in the construction and/or installation of building, electrical, mechanical or plumbing systems as a licensed tradesperson at the Journeyman or Master’s level, or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed below.
  • Minimum of two (2) years of experience working as a supervisor.
  • Bachelors degree in building construction, business administration, engineering, architecture, or a construction/development-related field preferred.
  • At least one (1) year of experience using building permitting and licensing software preferred.

LICENSING and CERTIFICATIONS:

  • Possession of, or ability to obtain, a valid Wyoming Driver’s License preferred.
  • Possession of International Code Council Building Inspector certification.
  • Possession of International Code Council Building Plans Examiner certification.
  • Possession of, or ability to obtain within one (1) year, the International Code Council Certified Building Official certification preferred.

Positions in this class typically require: stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, talking, hearing, seeing, and repetitive motions. Can include long periods of sitting or long periods of standing.

Light Work: Exerting up to 20 pounds of force occasionally and/or up-to 10 pounds of force frequently, and/or a negligible amount of force constantly to lift, carry, push, and pull or otherwise move objects, including the human body.

Incumbents typically work indoors in an office environment with frequent travel outside of the office for site reviews and inspections, Work may require the use of personal protective equipment including hard hats, eye protection, hearing protectors, gloves, safety vests, and safety shoes. Incumbents may be required to drive to remote work sites to perform work. The position requires frequent standing and walking, as well as sitting, typing, and customer contact, both by telephone and in person.

Incumbents may be subjected to moving mechanical parts, electrical currents, vibrations, fumes, odors, dusts, gases, poor ventilation, chemicals, oils, extreme temperatures, inadequate lighting, work space restrictions, intense noises and travel.
