GENERAL DESCRIPTION:

The objective of the State Construction Department is to manage state construction projects in the best interest of the tax payers of the State of Wyoming. The Construction Management Project Manager manages multiple capital construction and major maintenance projects that vary in scope and value with duties that may include coordination with State agencies for projects including programming requirements, budgets, procurement and bid processes, and design oversight. The Project Manager will ensure elements are effectively coordinated including budget controls, scheduling, contractor oversight, quality control procedures, compliance with codes and requirements dictated by governing entities. Meeting attendance is necessary to manage above activities and perform onsite observation of work performed to ensure projects are being constructed as per plan and specification.Human Resource Contact: 307-777-6404ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.Monitoring and knowledge of project blueprints and specifications, as well as all project related documents to ensure all are constructed to project requirements.

Review maintenance work order requests for compliance with State Statute and Rule.

Exercise oversight of project construction in collaboration with personnel who coordinate with professional designers, contractors, etc.

Review, negotiate, approve and deny change order and amendment requests based on the detailed analysis of need, cost and cost responsibility.

Maintain written and electronic records of project modifications, decisions, and communications.

Coordinate and manage the project procurement and bid processes for design, consulting, and construction. Evaluate the bids and select contractor most suited for the project based on procurement rules and the best interest for the State of Wyoming.

Attend project meetings for planning and design including participating and assisting in development of educational programming.

Assist given district with planning effective and efficient facilities that maximize instructional opportunities for students while allowing for reasonable building efficiencies.

Manage and participate in post construction reviews with design team, contractors, verifying governing entities (Wyoming State Fire Marshall, State Electrical Inspector, Local Building Inspector, etc.) that completed necessary inspections and all work is compliant enabling a Certificate of Substantial Completion and Certificates of Occupancy to be issued.

Verify all design and contractual requirements have been met by all players and authorize final payment.

Coordinate with SFD planning staff and state agencies to develop facility plans for the state assets.

Assist with capital project budgets for SBC and Legislative funded remedies.

Participate in planning studies to develop information and evaluate potential remedies. Provide funding management with SCD planning staff for professional service contracts.

Qualifications

PREFERENCES:

Preference may be given to candidates with a Bachelor's Degree (typically in Architecture, Building Engineering Specialties or Construction Management). Preference may also be given to candidates with extensive project management experience, including the ability to read and understand construction documents, project scheduling, cost estimating, educational facilities and computer skills.

Preference may be given to applicants residing in Casper.

Agency requires that the successful applicant have a valid driver's license.KNOWLEDGE:Organizational skills for project planning, design and construction for responsibilities of the State.

Knowledge and understanding of property condition assessments, prioritization of projects both capital and major maintenance.

Knowledge of project design processes.

Knowledge of construction means and methods.

Knowledge of construction cost modeling and estimating.

Ability to understand governmental management, accounting, procurement and budgeting.

Knowledge of OSHA standards, federal/state/local building and fire codes.

Knowledge of construction management processes and procedures.

Proficient computer skills

Knowledge of project management and scheduling software.

Ability to communicate effectively in both written and oral mediums.

Necessary Special Requirements

PHYSICAL WORKING CONDITIONS:Work hours vary.

Prolong sitting, standing, climbing and walking on uneven or slippery terrain at construction and project sites will be required.

Some observations at heights with temporary facilities including roofs are required.

Many project sites have limited environmental controls which can include; dust, heat, cold and other environmental challenges that are a part of project observations.

This is an At-Will and temporary position.

Work will be performed at the new Casper State Office Building in Casper, Wyoming.
