Overall Job Purpose: Assist in the administration of various Affordable Housing Development duties

KNOWLEDGE/SKILLS/ABILITIESKnowledge of real estate development principles and practices

Knowledge of loan underwriting principles and practices

Knowledge of multifamily housing finance principles and practices

Knowledge of federal government functions, procedures, and concepts

Knowledge of procurement practices and competitive solicitation procedures

Ability to read, comprehend, analyze complex federal rules and regulations

Knowledge of applicable computer applications and experience with computerized systems

Ability to work with Microsoft Office Suite with knowledge of Excel and Word at the intermediate or advanced level

Ability to analyze data

Strong organizational and planning skills

IMPACT AND ACCOUNTABILITYReview, evaluate and score proposals for LIHTC, HOME, NHTF, NSP, TCAP, CDBG, and/or other funding

Monitor the ongoing construction or rehabilitation of multifamily residential developmentsPrepare HUD-required Environmental Reviews for single-family and multi-family projects

Evaluate and execute procurement functions such as soliciting bids, preparation, and analysis of RFPs

Process requests for payment, record expenditures, and maintain necessary project financial documentation

Review applications and certify Community Housing Development Organizations (CHDO)

Conduct research, analysis, and policy recommendations for department programs

Complete documentation required set-up, update progress, and closeout all approved projects in the appropriate federal system

Update project progress in the appropriate electronic project management system(s)

Respond to correspondence, inquiries, and provide technical assistance to the general public and developers

Conduct meetings and presentations for a diverse audience including public meetings and trade shows

Prepare necessary project documents, including Award Letters, Program Documents (Note, Mortgage,Regulatory Agreement, IRS Forms etc.) and declination letters when applicable

Ensure compliance with cross-cutting federal regulations

Provide back-up assistance to the Housing Project Specialist II when needed

Assist in project site visits and on-site compliance records review

Monitor web-site for accuracy on projects with LIHTC, HOME, NHTF, TCAP, NSP, CDBG, and/or other funding

Assist with homeowner programs when needed, including approval of individual homeowner eligibility, property eligibility, draw requests, document compliance, etc.

Assist with CDBG infrastructure projects when needed

Any other duties as assigned

EDUCATION and/or TRAINING REQUIREMENTSEducation: Bachelor’s Degree in related field preferred and a minimum 2 years relevant work experience

Relevant Work Experience: Minimum 2-4 years experience in real estate development (real estate agent or broker experience does not qualify), processing and/or underwriting commercial loans and/or multifamily residential real estate loans, or federal grant management

Previous experience with HOME, LIHTC, NHTF, NSP, TCAP, or CDBG preferred

Certification: None
