POSITION SUMMARY:

Completes real estate and chattel appraisals primarily within a defined territory focusing mostly on improved, or moderately complex to highly complex assignments. Responsible for data management including collection, verification and analysis of sales as well as maintaining other information required for the valuation process. Updates benchmark farm values in assigned territory. Certified appraisers supervise/mentor non-certified appraisers and review their appraisals, provide recommendations for the approved residential appraiser list in assigned territory. Consults with appraisal and regional team members, as well as customers, regarding appraisal issues and market trends. Complies with Farm Credit Services of America/Frontier Farm Credit appraisal standards and Uniform Standards of Professional Appraisal Practice (USPAP). Works in a team environment to accomplish goals and consistently provides for a great customer experience.

DUTIES AND RESPONSIBILITIES:

  • Complete real estate and chattel appraisals while providing a great customer experience. Focus primarily on the moderately complex to complex appraisal assignments or appraisals for higher risk loans. Conduct property inspections when necessary. Apply a differential approach to analysis and reporting. Effectively use technology in the valuation process. Appraisals must meet Uniform Standards of Professional Appraisal Practice and Farm Credit Services of America/Frontier Standards.

    • Level 19: This grade level generally applies to Trainees who are in the process of becoming a Certified General appraiser. Requires moderate guidance and oversight. Delegated authorities for chattel appraisals. Focus on non-complex to moderately complex assignments. Complete the analysis for real estate appraisals and submit to certified appraisers for completion with adequate lead time to assure requested completion dates or mutually agreed-upon timeframes are met. Appraisals submitted to certified appraisers require minimal to moderate additional analysis and are acceptable quality to comply with state appraisal boards. Consistently demonstrate production and turnaround time that meets expectations.

    • Level 21: This grade level generally applies to those who have a Certified General license. Requires limited guidance and oversight. Moderate delegated authorities for real estate and chattel appraisals. Focus on the moderately complex assignments. Consistently demonstrate production and turnaround time that meets or exceeds expectations.

    • Level 23: Requires limited guidance and oversight. Maximum delegated authorities for real estate and chattel appraisals. Focus on the moderately complex to highly complex assignments. Consistently demonstrate production and turnaround time that exceeds expectations.

  • Review and finalize appraisals completed by non-certified appraisers, providing constructive feedback to develop their appraisal skills.

    • Level 21 and 23: General Certified Appraisers with at least 3 years of experience since certification.

  • Responsible for data management in assigned area. Ensures adequate sales data is analyzed in assigned territory to provide a reliable basis for appraisals, valuation systems and market zone ranges. Coordinates effort with the Appraisal Sales Specialists and also collects, verifies and analyzes sales. Maintains adequate cost and income data. Effectively uses technology for data management and is adaptable to change resulting from changes in processes or technology.

    • Level 19: Focuses on sales of non-complex to moderately complex properties

    • Level 21: Focus on sales of non-complex to moderately complex properties.

    • Level 23: Focus on sales with complexity ranging from non-complex to highly complex.

  • Maintains market zones and benchmarks as assigned estimating values according to FCSAmerica/Frontier standards.

    • Level 19: Benchmark values are submitted to certified appraisers for completion.

  • Maintains a visible presence with the regional teams providing market data support and valuation consulting.

  • Collaborates effectively with appraisal team members to ensure seamless customer service. Includes providing backup for other appraisers across territory lines.

  • Maintains relationships with local external appraisers for the purpose of maintaining an adequate approved appraiser list.

Additional duties may include:

  • Mentoring/training Sales Specialists and other Appraisal Team members.

  • Training new regional team members about appraisal.

  • Performing other related duties as assigned.

Job Specifications:

Bachelor’s degree or higher from an accredited college or university.

Level 19:

  • Ability to complete course work and hours necessary, as well as successfully complete the Certified Appraiser exam within 3 years.

  • A minimum of 0-4 years related experience required with experience in real estate appraisal preferred

  • Ability to act independently and make appropriate decisions consistently with moderate guidance and oversight

  • An understanding of the influences and appraisal concepts that impact land and other agricultural assets.

Level 21:

  • Certified General Appraiser in good standing (in state of residency) required.

  • A minimum of 4-6 years related experience required with experience in real estate appraisal preferred.

  • Ability to act independently and make appropriate decisions consistently with moderate to minimal guidance and oversight.

  • An understanding of the influences and appraisal concepts that impact land values and other agricultural assets.

Level 23:

  • Certified General Appraiser in good standing (in state of residency) required.

  • A minimum of 6-8 years related experience required with experience in real estate appraisal preferred.

  • Ability to act independently and make appropriate decisions consistently with minimal guidance and oversight.

  • An understanding of influences and appraisal concepts that impact land values and other agricultural assets.

  • Ability to mentor/train other Appraisal Team members.

  • Recognized resource person in FCSAmerica regarding valuation and process questions

  • May act as a resource person for specialized properties(i.e. livestock, , grain, windpower, irrigation, government programs, agribusiness, etc.)

  • Consistently and independently handles all aspects of the job well in defined territory

Duties for all levels require:

  • Strong technical abilities including proficiency in a Windows environment using Microsoft Word, Excel and online tools. Proficiency with all FCSAmerica/Frontier appraisal software including GIS.

  • Demonstrated ability to establish priorities, take initiative, work under time pressures, work with minimal supervision, and exercise independent and sound judgment.

  • Proficiency with mobile technology including laptop computers, iPads (Tablets) and smartphones.

  • Ability to work effectively in a team environment and effectively demonstrate team building attitude and skills.

  • Ability to use available information to make decisions regarding land values and to understand general market trends.

  • Proven research and analysis skills

  • Identifies process improvement areas to enhance team performance

  • Strong customer service orientation yet can handle challenges related to process issues or value decisions.

  • Good oral and written communication skills, interpersonal relations skills, and organizational skills.

  • Agricultural background preferred, but not required.

INTERNAL/EXTERNAL CONTACTS:

Internal: All Association teams and the Appraisal team members

External: Parties involved in real estate transactions, Realtors, Appraisers, Multiple Listing Services, county courthouse offices, FSA offices, and other public offices as needed.

MENTAL AND PHYSICAL REQUIREMENTS:

  • Ability to work effectively in a team environment and effectively demonstrate team building attitude and skills.

  • Proficient in Windows environment using Microsoft Word, Excel, and Internet Explorer.

  • Ability to reason, judge, compare, calculate, evaluate and critique such information as written materials, numerical data, responses to customer needs and/or other work related activities.

  • Ability to complete work in an acceptable timeframe and manage a variety of detailed tasks and responsibilities simultaneously and with accuracy to meet deadlines, goals, and objectives and satisfy internal and external customer needs related to the job.

  • Ability to understand and explain various subject matter and consult on concepts, programs, terminology and methods.

  • Ability to operate the telephone and respond to calls and in-person inquiries.

  • Ability to move about the office with occasional reaching and bending.

  • Ability to successfully interact with and represent the organization to staff, officers, board members, customers, industry specialists, and the public at all levels.

  • Ability to use a keyboard/calculator/computer. This involves reading the screen and keying/typing information.

  • Ability to use and understand various computer software related to carrying out essential responsibilities of the position.

  • Ability to travel by auto or commercial transportation (20-40%) to carry out essential responsibilities. Occasional overnight stays.
