Facilities Project Manager

Purpose Statement

The job of Facilities Project Manager is done for the purpose/s of managing construction plan development, budgeting, permitting, construction, and closeout of new and major maintenance projects; ensuring compliance with educational specifications; complying with local, state and federal facility requirements; acquiring and/or providing accurate information; and ensuring proper allocation of expenditures and revenues.

Essential Functions

Attends meetings for the purpose of communication and/or gathering information required to develop bid specifications, resolve problems, and/or implement alternative solutions.

Coordinates activities and improvement projects (e.g. systemic renovations, inspections, contractor, and architect meetings, permitting activities, bidding calendars, mandated reports, bidding procedures, requests, etc.) for the purpose of ensuring that all phases of construction project are completed with in budget and specifications and with minimal interruption to site personnel.

Develops specifications for new and systemic construction (e.g. educations specifications, bidding procedures, project schedules, permits, purchasing/bid time and construction, etc.) for purpose of providing them to architects, contractors, construction management firms, etc. for selection and awarding of contracts.

Evaluates potential sites and/or condition of existing systems for the purpose of determining construction and/or renovation requirements and evaluating cost vs. benefit or proposed construction.

Monitors costs (time and materials) for the purpose of ensuring that the contractors meet the budget requirements.

Oversees construction projects for the purpose of ensuring that districts goals, as well as local, state and Federal guidelines are followed and achieved.

Prepares written materials (e.g. operations budgets, Capital Improvement Plan, contracts, correspondence, memos, etc.) for the purpose of documenting activities, providing written reference and/or conveying information related to construction project/s.

Presents to various groups (e.g. Board of Education, subcommittees, funding agencies, community groups, etc.) for the purpose of providing information, making recommendations and/or ensuring compliance with fiscal regulations.

Recommends policies, procedures, and/or actions on issues that relate to construction projects for the purpose of providing information and/or direction for making decisions within the district construction program.

Researches systems for the purpose of gaining information on newer and better ways of achieving construction goals and objectives.

Responds to inquiries (e.g. administrative staff, local inspectors, contractors, architects, the public, etc.) for the purpose of providing required information and/or referring to appropriate source.

Reviews construction drawings and specifications, and preliminary plans for the purpose of ensuring that educational needs and all codes, rules, and regulations are properly met.

Manages assigned staff for the purpose of coordinating their work assignments as they relate to major maintenance projects and other projects as needed.

Regularly reports the status of projects to administration, including scope, time, cost and quality.

Communicates with all appropriate team members and stakeholders regarding issues and status of assigned projects. Provide regular feedback and exchange of information with other departments and management members.

Other Functions

Performs other related duties as assigned, for the purpose of ensuring the efficient and effective functioning of the work unit.

Skills, Knowledge and Abilities

SKILLS are required to perform multiple, highly complex, technical tasks with a need to occasionally upgrade skills in order to meet changing job conditions. Specific skills required to satisfactorily perform the functions of the job include: applying pertinent codes, policies, regulations, and/or laws; communicating with diverse groups; reading and understanding blueprints, specifications etc.; preparing and maintaining accurate records; and planning and managing projects.

KNOWLEDGE is required to perform algebra and/or geometry; read technical information, compose a variety of documents, and/or facilitate group discussions; and analyze situations to define issues and draw conclusions. Specific knowledge required to satisfactorily perform the functions of the job include: safety practices and procedures; CAD system; spreadsheet systems, and architecture/engineering or construction background.

ABILITY is required to schedule a significant number of activities, meetings, and/or events; routinely gather, collate, and/or classify data; and use job-related equipment. Flexibility is required to independently work with others in a wide variety of circumstances; analyze data utilizing defined but different processes; and operate equipment using standardized methods. Ability is also required to work with a significant diversity of individuals and/or groups; work with data of varied types and/or purposes; and utilize a variety of job-related equipment. In working with others, independent problem solving is required to analyze issues and create action plans. Problem solving with data requires independent interpretations of guidelines; and problem solving with equipment is moderate. Specific abilities required to satisfactorily perform the functions of the job include: adapting to changing work environment and/or priorities; adhering to safety practices; being attentive to details; meeting deadlines and schedules; working with frequent interruptions; and working under time constraints.

Responsibility

Responsibilities include: working independently under broad organizational guidelines to achieve unit objectives; leading, guiding, and/or coordinating others; and directing the use of budgeted funds with in a work unit. Utilization of resources from other work units may be required to perform the job’s functions. There is some opportunity to impact the Organization’s services.

Working Environment

The usual and customary methods of performing the job's functions require the following physical demands: some lifting, carrying, pushing, and/or pulling, some climbing and balancing, some stooping, kneeling crouching, and/or crawling; and significant fine finger dexterity. Generally the job requires 60% sitting, 30% walking, and 10% standing. This job is performed under minimal temperature variations and a generally hazard free environment.

Experience: Job related experience within specialized field is required.

Education: Bachelors Degree in job related area, OR equivalent combination of education and work experience in related fields.
