    Summary

    THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.

    This National Guard position is for a ITSPEC (SYSADMIN), Position Description Number T5249000 and is part of the WY Deputy Chief of Staff Information Management, National Guard.

    Responsibilities

    This position is located in the Wyoming Army National Guard's Deputy Chief of Staff Information Management organization. The purpose of the position is to serve as a systems administrator on one or more of the systems maintained/administered throughout Wyoming. The systems administered involve multiple computers that use multiple operating systems. The incumbent is responsible for installing and testing the system security configuration and monitoring, operating, troubleshooting and maintaining server hardware and software.

    EMPLOYMENT CONDITIONS:

    U.S. Citizenship Required.

    Must obtain and maintain a SECRET security clearance.

    This position is subject to provisions of the DoD Priority Placement Program.

    Employees are paid through Direct Deposit/Electronic Funds Transfer (DD/EFT).

    The Selected applicant must complete an "I-9, Employment Verification", "OF-306, Declaration of Federal Employment", and a "Declaration of Relatives in the Wyoming Military Department" prior to the appointment date.

    May be required to successfully complete a probationary period.

    Federal employment suitability as determined by a background investigation.

    CONDITIONS OF EMPLOYMENT & NOTES:

    1. Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement. Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position.

    2. Work may require access to classified information. Must be able to obtain and maintain the appropriate security clearance (Secret).

    3. The incumbent of this position description must have, at a minimum, a completed National Agency Check (NAC) prior to position assignment.

    4. Irregular and overtime (compensatory) hours may be required to support operational requirements or contingencies.

    5. The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.

    6. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.

    Qualifications

    In order to qualify, you must meet the experience and/or education requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

    TIME-IN-GRADE: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-9 or higher grade in Federal Service.

    PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    SPECIALIZED EXPERIENCE:

    Must possess at least one year of specialized experience as a GS-09 (or equivalent). Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT.

    PREFERRED EXPERIENCE:

    Knowledge of Wyoming Army Domain.

    NOTE: Specialized Experience will be used to determine qualifications for the announced position. Applicants must provide from (e.g. 02/2015 - 03/2017 or Feb 2017 - Mar - 2017) dates and hours worked per week with description of your specialized experience on the resume.

    ASSURANCE CERTIFICATION REQUIREMENTS:

    Reference: DoD 8570.01-M, Information Assurance (IA) Workforce Improvement Program, Para C3.2.3. IA Technical (IAT) Category Level II Training Requirements

    • Within 6 months of assignment of IA duties all military and government civilian IAT personnel must achieve IA Baseline Certification unless a waiver is granted.
    • Must have completed Computing Environment (CE) Certification for the operating system(s) and/or security related tools/devices they support as required by the Wyoming Army National Guard.
    • Operating Systems employed by the WY ARNG are: Windows Server 2016 R2, Windows 10 v.1809, and Windows SQL Server 2016
    • An individual needs to obtain only one of the "approved certifications" for IAT Level II to meet the minimum requirement. (Para: AP3.2.4.)

    • GICSP = Global Industrial Cyber Security Professional

    • Include a copy of certification showing completion with application.
    • New hires' qualification periods begin the date they start in the position (i.e., they must obtain the appropriate certification within 6 months of being assigned IA functions).
    • Personnel in technical category positions must be issued and retain an appointing letter to their IA duties including a statement of responsibilities for the system. A completed copy will be maintained in the individual's personnel record.
    • Personnel in technical category positions must maintain certifications, as required by the certifying provider, to retain privileged system access.
    • Personnel who are not appropriately qualified within 6 months of assignment to a position or who fail to maintain their certification status shall not be permitted privileged access and may lose their position of assignment if employee fails to attain or return to certified status.

    DRIVER'S LICENSE:

    KNOWLEDGE, SKILLS, AND ABILITIES (KSAs)

    • Knowledge of a variety of operating systems on desktop and server and of the principles and methods used for planning and managing the implementation, update, and integration of information system components.
    • Knowledge of and skill in applying storage management practices, assignment of resources, and file management techniques.
    • Knowledge of the techniques and practices necessary to implement fault tolerance on a diverse number of complex systems and applications in order to optimize functionality and service to the customer base and knowledge of system diagnostic tools and structured techniques for the recovery of failed systems and data access.
    • Knowledge of the overall architecture of the systems administered in order to install and maintain software and hardware configurations.
    • Knowledge of state-of-art system software technology and related computer equipment to perform studies and to evaluate system changes, and various approaches to networking and interfaces, as well as existing C4 infrastructure, to determine the applicability and susceptibility for use within the state.
    • Knowledge of a wide range of IT standards, principles, concepts, methods, policies, and authorized approaches and agency applications, operating systems and components, protocols, and various hardware and software used throughout the state in order to conduct system administration functions.

    SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:

    All academic degrees and coursework must be from accredited or pre-accredited institutions

    Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

    OR

    3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

    VETERANS' PREFERENCE

    Military retirees at the rank of major, lieutenant commander, or higher are not eligible for preference in appointment unless they are disabled veterans. (This does not apply to Reservists who will not begin drawing military retired pay until age 60.)

    For non-disabled users, active duty for training by National Guard or Reserve soldiers does not qualify as "active duty" for preference.

    For disabled veterans, active duty includes training service in the Reserves or National Guard, per the Merit Systems Protection Board decision in Hesse v. Department of the Army, 104 M.S.P.R.647 (2007).

    Per 5 USC 2108, "war" means only those armed conflicts declared by Congress as war and includes World War II, which covers the period from December 7, 1941, to April 28, 1952.
