    Summary

    The position is in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), at the Cheyenne VA Medical Center (CVAMC) in the Facility Management Service (ENGINEERING SERVICE). The primary purpose of the Chief Engineering Service (Chief Engineer) is to formulate program policy, plans, organize, staff, direct, budget, control and coordinate the Professional Engineering, Safety, Maintenance, Environmental, and Construction Programs for the CVAMC.

    Responsibilities

    Major duties include:

    The employee has full administrative, managerial and supervision responsibility for the medical center engineering program carried out by Engineering Service. He/she is fully responsible for planning, organizing, staffing, directing, controlling, and evaluating the program. The Chief Engineer is responsible for the continuous operation of essential patient support services and rapid response to conditions that may interfere with such services. These activities are coordinated with all other administrative and clinical departments;

    Establishes policies and procedures, establishes standards and goals, and applies program management for Engineering Service. He/she establishes priorities in light of budget and manpower constraints and provides for formal and on-the-job training and instruction for engineering staff. Formulates, implements, coordinates, and controls a comprehensive facility maintenance program, safety and environmental program, construction program, and medical equipment program;

    The overall duties involve certain problems of an engineering or architectural nature dealing with the operation, maintenance, repair and new construction of all real, personal and operating property; furnished technical and architectural advice on feasibility of contemplated changes, renovations or additions; personally supervises the development and preparation of plans, estimates and justifications for any contemplated changes, develops and plans new programs or methods to be used in the M&R, Plant Operations, Transportation, Grounds, and, Project Sections. This includes independently answering questions on behalf of Engineering Service, making decisions and commitments affecting other services based on professional engineering knowledge, experience and policies;

    Evaluates progress and effectiveness of established methods or procedure and reports to hospital management as required; develops the budget and represents Facility Management Service as required;

    The employee is also involved in the continuous long-term maintenance and repair and the medical center modernization and rehabilitation programs, the latter necessitating day to day knowledge of changing trends in the medical field with their correspondingly changing plant and equipment requirements;

    Employee develops long term plans for new and complex programs. She/he works with top management to develop long-range management plans for the efficient and effective operation of the Facility Management Service construction program. She/he makes best use of present resources, planning for future needs. Employee assists with the coordination of all requests for additional resources, working closely with others to pull together comprehensive short-range and long-range plans.

    Qualifications

    ALL APPLICANTS MUST MEET ONE OF THE FOLLOWING BASIC REQUIREMENTS:

    A. Professional engineering degree (bachelor's or higher) from an accredited college or university. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum or (2) include differential and integral calculus and courses (more advanced than 1st year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics (b) strength of materials (stress-strain relationships) (c) fluid mechanics, hydraulics (d) thermodynamics (e) electrical fields & circuits (f) nature and properties of materials (relating particle and aggregate structure to properties) and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. (DUE TO POSITIVE EDUCATION REQUIREMENT - TRANSCRIPT REQUIRED) OR

    B. Combination of education & experience: college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

    a) Professional Registration: Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. (e.g. an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions) (COPY OF CURRENT REGISTRATION REQUIRED). OR

    b) Written Test: Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico. Applicants who have passed the EIT examination and have completed all the requirements for either (a) a bachelor's degree in engineering technology (BET) from an accredited college of university that included 60 semester hours of courses in the physical, mathematical, and engineering sciences or (b) a BET from a program accredited by the ABET may be rated eligible for certain engineering positions at GS-5. Eligibility is limited to positions that are within or closely related to the specialty field of the engineering technology program. Applicants for positions that involve highly technical research, development, or similar functions requiring an advanced level of competence in basic science must meet the basic requirements in paragraph A. Because of the diversity in kind and quality of BET programs, graduates of other BET programs are required to complete at least 1 year of additional education or highly technical work experience of such nature as to provide reasonable assurance of the possession of the knowledge, skills, and abilities required for professional engineering competence. The adequacy of this background must be demonstrated by passing the EIT examination. OR

    c) Specified Academic Courses: Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph A. (MUST SUBMIT TRANSCRIPT). OR

    d) Related Curriculum: Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive). (MUST SUBMIT TRANSCRIPT)

    AND YOU MUST ALSO MEET THE FOLLOWING EXPERIENCE REQUIREMENT:

    One (1) full year of specialized experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience must have been equivalent to at least the next lower grade level (GS-12) in Federal Service. Specialized supervisory experience is experience applying technical knowledge of civil, electrical, and mechanical engineering fields; planning, designing, completing, and carrying out renovation projects, alterations and additions to existing buildings; preparing cost estimates for projects in the planning state; ensuring compliance with contracts and regulatory requirements; assisting in managing new construction projects; experience in the use of computerized drafting equipment, i.e., AutoCAD or similar computer-aided design software. Note: Experience must be fully documented on your resume and must include job titles, duties, month & year starting and ending dates AND hours worked per week.

    Physical Requirements: The work requires physical exertions, such as, long periods of standing, walking of long distances, recurring bending, crouching, stooping, stretching, climbing. The work also requires lifting of light to moderately heave items weighing less than 50 lbs., and occasional visits to construction sites and facility buildings. The employee coordinates and integrates the work assignments in the functional areas to maintain the medical center's infrastructure. The employee identifies and integrates internal and external issues affecting the immediate organization; integrates the work of teams and groups in the effort to develop recommendations and ensures compatibility and consistency with the facility mission and strategic plan. Recommends resources to be devoted to discrete areas within Engineering Service.

    Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service.
