Duties
Summary
Incumbent serves as Supervisory Police Officer (Captain) ensuring a safe and secure environment across all VA administrations within various settings, including a variety of jurisdictional environments, such as VHA Medical centers and facilities, Inpatient Clinics, Outpatient Clinics, domiciliaries, and administrative sites throughout the United States. This position serves as a vital part of the VA Police Services often serving as the face of the VA.
Responsibilities
Duties of the Supervisory Police Officer CPT include but are not limited to:
- Directing/performing a variety of supervisory and non-supervisory policing law enforcement assignments and projects that are performed on Departmental property including any properties owned, leased, or licensed when consistent with Federal laws, regulations, VA policy and operational guidance.
- Providing services routinely at all segments of VA facilities located over large geographical areas, some of which may be in different states, counties, municipalities, or townships; performing certain elements of the work away from Departmental properties when consistent with Federal law, regulation, VA policy and operational guidance.
- Providing leadership in protecting Veterans, volunteers, and others on Departmental property, during any given situation against threats to personal safety when force becomes necessary to enforce laws and regulations.
- Performing various law enforcement and administrative functions throughout VA; managing, supervising and coordinating the VHA, PS aw enforcement activities for designated assigned area; performing broad range of supervisory responsibilities over other law enforcement policing staff; serving as watch commander or administrative lieutenant at the geographic area level; participating in Incident Command roles as needed during serious incidents.
- Supervising team of police lieutenants, sergeants, police officers, detectives, and other law enforcement staff, who carry out day-to-day, routine crime suppression and investigative functions; supervising administrative and support functions of non-sworn personnel; inspecting personnel, facilities, and tactics for safety and/or training needs; establishing priorities to coordinate, plan, organize, and complete work effectively and efficiently, ensuring all policies and procedures are followed and adhered to.
- Overseeing human resources activities; leading, prioritizing assigning, reviewing, approving/disapproving employees' assignments and related assignments; monitoring and reviewing status and progress of work and making workload adjustments to ensure the workload is balanced.
- Preparing, conducting, and reviewing performance evaluations; taking disciplinary actions; identifying and conducting specific designated training; approving and monitoring leave requests; evaluating officers and other staff in performance reviews; coordinating evaluations with the Captain; identifying the development and training needs for the PS staff; interviewing and hiring sworn and civilian personnel for assigned area.
- Overseeing functions of patrol officers and detectives to ensure compliance with the Department policies, procedures, regulations, and standards.
- Responding to highly dangerous and active crimes in progress and making independent decisions to taking, directing, and coordinating immediate steps to preserve life and property; patrolling and responding to variety of criminal activities requiring law enforcement intervention such as homicides, sexual assaults, robberies, property crimes, domestic violence, vice and narcotics-related activities, crimes by and against juveniles, and other crimes.
- Conducting or coordinating long- and short-term investigations when solutions cannot be achieved during a normal patrol shift; evaluating crime prevention programs and recommending changes to reduce opportunities for theft, assault, illegal entry, or other violations.
- Conducting or coordinating long-term investigations (several days to several weeks) to detect and apprehend individuals committing acts of violence, theft of Federal or personal property, violating laws concerning controlled substances.
- Developing informants/informant networks as a part of specific assignments or for general application; developing and following leads, taking statements, and otherwise gathering pertinent information and facts.
- Analyzing facts to identify suspects and develop case information for use in pressing charges and bringing suspects to trial; coordinating with U.S. and other prosecuting attorneys on case development and plans to perform arrests and prosecutions.
- Evaluating situations and determining the most appropriate course of action; pursuing or apprehending suspects and criminals; making arrests which may involve physically restraining or subduing individual(s) and possible use of deadly force; interviewing and interrogating victims, witnesses, suspects, and other contact persons; and protecting the crime scene for processing; and processing suspect.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/27/2021.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-10 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.Qualification is based on your experience and/or education as described below:
- Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to supervising/leading and providing guidance/direction to law enforcement personnel at various levels on duties in response to potential threats of violence, detecting criminal activity, fire and other emergencies; enforcing federal, state, and local laws; performs various administrative functions to include review and prepare police activity reports and correspondence, prioritizing, approving/disapproving work assignments, monitoring budget and budget requests, managing/overseeing personnel activity, etc.; may have served as an assistant to a Police Captain within a police force. Creditable specialized experience may have been gained in work on a police force; through service as a military police officer; in work providing visitor protection and law enforcement in parks, forests, or other natural resource or recreational environments; in performing criminal investigative duties; or in other work that provided the required knowledge and skills. Experience as a security guard or corrections officer is generally not qualifying.
- Accountability - Holds self and others accountable for measurable high-quality, timely, and cost-effective results. Determines objectives, sets priorities, and delegates work. Accepts responsibility for mistakes. Complies with established control systems and rules.
- Criminal Law - Knowledge of state and Federal criminal laws, including procedures, regulations, guidelines, and precedents related to admissibility of evidence and prosecution.
- Compliance Inspection - Knowledge of the guidelines, regulations, and procedures associated with compliance inquiries, including application of compliance rules and criteria and ability to make appropriate decisions and issue citations, fines, or orders.
- Conflict Management - Manages and resolves conflicts, confrontations, and disagreements in a positive and constructive manner to minimize negative personal impact.
- Public Safety and Security - Knowledge of intelligence operations; public safety and security operations; occupational health and safety; investigation and inspection techniques; or rules, regulations, precautions, and prevention techniques for the protection of people, data, and property.
