    Summary

    Responsibilities

    The incumbent can expect to fulfill the following duties:

    • Overall management, planning, direction, supervision, fiscal management, implementation, and quality assurance of all facility management and maintenance programs.
    • Responsible for the division's safety and occupational health program; upholds regulations and best management practices.
    • Ensure that work is in adherence with the National Historic Preservation Act and National Environment Protection Act.
    • Responsible for complying with all Building Codes, Life Safety Codes, NFPA Codes, and accessibility standards.
    • Provides the full range of supervision and management for a division of four permanent staff and five temporary workers (WG-4749-08 Maintenance Worker, WG-4749-07 Maintenance Worker, GS-1603-07 Facility Services Assistant, WG-3566-04 Custodial Worker, and typically five temporary workers).

    • Utilizes Facility Management Software Systems to monitor the asset inventory and condition, in conjunction with the Project Management Information System, to address deficiencies and to develop multi-year plans.
    • Responsible for the development and implementation of projects, including scoping, planning and design, spending plans, cost estimating and budgets, as well as managing the construction process and documentation requirements.
    • Serves as Contracting Officer Representative on multiple construction and service contracts.

    • You may be required to travel overnight away from home up to 2 nights per month. You must obtain a government charge card for travel purposes.

    • You will be required to complete a Confidential Financial Disclosure Report, OGE-450 on an annual basis.
    • Must possess and maintain a COR certification within 1 year of entrance on duty
    • Must possess and maintain a Wyoming or a reciprocal state level I water and wastewater operator's license.

    Qualifications

    To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:

    EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: assisting with planning maintenance activities and preventive maintenance programs for a facility; estimating materials and labor costs for a variety of maintenance projects or contracts; working as a planner, contractor, or inspector of journeyman in the construction industry; experience in building trade practices; and experience working with the Facility Management Software System (FMSS), or comparable maintenance management, cost estimating and/or project management systems . You must include hours per week worked.

    -OR-EDUCATION: Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree. You must include transcripts.

    -OR-

    Successful completion of a combination of education and experience as described above. For example, 6 months of the specialized experience described (50% of the experience requirement), and have completed 45 semester hours of directly-related graduate level college study as defined above in an accredited institution (50% of the qualifying education). Only graduate education in excess of the amount required for the next lower grade level may be used to qualify. You must include transcripts.

    Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

    Education

    To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

    If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

    Physical Demands: Work is mostly sedentary in an office setting. At times, walking, hiking, climbing, bending

    and moderate lifting are required.

    Working Conditions: The work involves regular and recurring exposure to moderate risks and discomforts associated with the operation repair and maintenance of park infrastructure and equipment. There are occasions of exposure to risk situations.

    The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
