    Summary

    THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

    This National Guard position is for a SURFACE MAINTENANCE MECHANIC SUPERVISOR, Position Description Number D1291000 and is part of the WY Field Maintenance Shop 3, National Guard.

    Responsibilities

    This position is located in the Joint Forces Headquarters-State, Logistics Directorate (J-4), Surface Maintenance Shop #3, Evanston, WY. The purpose of this position is to supervise workers directly or through subordinate leaders and/or supervisors in accomplishing work of the function. Plans work operations of great scope, complexity, and administrative authority. Determines the sequence, priority, and time for performance of operations within the limits of broad work schedules and time limits.

    (1) Planning: Plans use of subordinate workers, equipment, facilities, and materials on a week-to-week or month-to-month basis. Establishes deadlines, priorities, and work sequences, and plans work assignments based on general work schedules, methods, and policies set by the supervisor.

    (2) Work Direction: Assigns tasks to be performed based on readiness and explains work requirements, methods, and procedures. Investigates work related problems such as excessive costs or low productivity and determines causes.

    (3) Administration: Plans and establishes overall leave schedules. Determines training needs of subordinates and arranges for accomplishment. Sets performance standards, and makes formal appraisals of subordinate work performance.

    (4) Performs non-supervisory work, such as, transporting equipment, performing maintenance tasks, etc.

    (5) Develops, publishes, and ensures employee compliance with standing operating procedures for the activity supervised. Implements and complies with agency, state, and federal regulatory Occupational Safety and Health, and environmental requirements.

    KEY REQUIREMENTS:

    Must be a current military member of WY Army Nat'l Guard.

    Must submit ERB/ORB with application.

    May be required to successfully complete a probationary period.

    Federal employment suitability as determined by a background investigation.

    EMPLOYMENT CONDITIONS:

    Technicians are paid through Direct Deposit/Electronic Funds Transfer (DD/EFT).

    The Selected applicant must complete an "I-9, Employment Verification", "OF-306, Declaration of Federal Employment", and a "Declaration of Relatives in the Wyoming Military Department" prior to the appointment date.

    Military Technicians are ineligible for military enlistment, retention, and student loan repayment bonuses.

    Acceptance of a Technician position will terminate these military incentives.

    Acceptance of a permanent or indefinite position will cause termination from the Selected Reserve Incentive Program (SRIP) and TRICARE Reserve Select (TRS).

    Relocation expenses will not be paid by the Government unless noted in the Announcement.

    Recruitment/Relocation Incentive MAY BE authorized, if eligible. Subject to funding and TAG approval.

    PCS is not authorized in lieu of incentives.

    Military Technicians in the excepted service will wear the appropriate uniform while performing as a Technician.

    Veteran's preference does not apply to National Guard Technician positions in accordance with Title 32 USC 709(f).

    CONDITIONS OF EMPLOYMENT:

    1. Must be able to obtain and maintain the appropriate security clearance of the position.

    2. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

    3. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.

    4. May occasionally be required to work other than normal duty hours; overtime may be required.

    5. The duties and responsibilities of your job may significantly impact the environment. You are responsible to maintain awareness of your environmental responsibilities as dictated by legal and regulatory requirements, your organization, and its changing mission.

    Applicants with a valid Warrant Officer Predetermination packet from the proponent may be considered. Applicants must understand that if selected for this position, they will be required to sign a Memorandum of Understanding that failure to complete Warrant Officer Basic Course within TWO years of appointment will result in the termination of the technician position.

    Applicants' under grade will not be considered for this vacancy. Acceptance of this position does not in any way constitute a military promotion.

    MINIMUM REQUIREMENTS:

    Must possess experience or training which demonstrates that the candidate has the ability to organize assignments for subordinates, estimate material and manpower needed for specific jobs; able to explain manuals and work procedures; and to prepare production records, work records and reports.

    SPECIALIZED EXPERIENCE:

    Must possess at least 36 months experience or training diagnosing, repairing, overhauling, and modifying more complex vehicles, equipment, and more complicated systems; a thorough knowledge of diagnostic equipment; applying independent judgment in determining methods and techniques required to solve unusually complex maintenance and repair problems; testing, inspecting, and evaluating the work performed on vehicles, equipment and systems;

    AND

    Experience which demonstrates the ability to plan, direct, and organize work assignments for lower grade personnel; reviewing work requirements and establishing priorities to meet deadlines; knowledge of various lines of work performed by this function; supervising or the potential to perform such duties as evidenced by the ability to communicate knowledge of general supervisory concepts, and knowledge of shop processes; and experience adapting existing equipment and techniques to new situations.

    NOTE: General and Specialized Experience will be used to determine qualifications for the announced position. Applicants must provide from (e.g. 02/2015 - 03/2017 or Feb 2017 - Mar - 2017) dates and hours worked per week with description of your specialized experience on the resume.

    MILITARY REQUIREMENTS: Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement.
