Human Resource Director- Mine Site

This position, based in the Powder River Basin exists to lead and direct the mine HR team in the course of a full range of HR support including recruitment, employee relations, performance management, guideline development and administration, training and development, succession planning, benefit administration, and regulatory compliance. The position is a member of the Mine Business Team and provides HR counsel and direction to the senior management team at the location.

KEY RESPONSIBILITIES:

Safety Leadership

  • Ensure that personal safety behavior meets or exceeds expectations and be active in looking out for the safety of others. Monitor SLAM process for all work assignments.

  • Ensure that all employees, contractors and visitors are aware of and have acknowledged the health and safety responsibilities specific to their job/position. Periodically assess performance against target for each person and provide feedback and ensure all employees and contractors understand that the consequences for violating a Life Saving Rule.

  • Lead in the development of the appropriate Risk Management tools and processes for the work teams in your area of responsibility. Take action to manage identified risks to an acceptable level before major projects and/or changes to equipment or procedures are implemented.

HR Leadership

  • Provide support to senior leadership, managers and supervisors that empowers them in their efforts to support positive employee relations; resolve issues and implement proactive strategies to remove obstacles to success. As the key HR leader, you will act to coordinate HR activities across the business unit as appropriate.

  • Interact with senior leadership, managers, and supervisors providing guidance on Human Resource related issues in partnership with your Human Resource Team

  • Act as internal consultant for Employee Relations issues, policy, guideline and procedure interpretation, and disciplinary procedures with all levels of management and employees.

  • Provide active HR leadership in the promotion and reinforcement of a continuous improvement culture, with specific emphasis on HR procedures and practices.

  • Provide direction and support for all hiring activities both professional and hourly, including headcount planning, prospecting/recruiting, candidate assessment, and onboarding. Includes planning for and managing temporary staffing at the mine and managing the temporary staffing agency contract and performance.

  • Oversee the AA/EEO Programs (AA Plan, Applicant flow logs) and compliance and all reasonable efforts to improve location diversity and inclusion- governmental compliance with legal, state and federal regulations

  • Coordinate with management, the HR team, and Safety Managers on worker’s compensation matters, all leaves of absence, and return-to-work.

  • Provide support to the business leaders for leadership development, performance management, organization development and communications efforts. Assist in training and development needs of senior leadership, managers, supervisors and employees.

  • Assist with community relations management and other sustainability efforts.

  • Provide overall management and direction for the employee transportation system (bussing).

  • Other duties as assigned.

PREFERRED EDUCATION/EXPERIENCE:

  • Ten (10) years of progressively more responsible HR experience in mining, energy, or heavy industry with at least five (5) of those years in leadership, and three (3) years in a senior leadership position (manager level or higher).

  • Prior experience directly supervising HR professionals is preferred

  • Bachelor’s degree in human resource management or related is required, Master’s degree preferred.

  • SPHR or equivalent is a plus.

REQUIRED SKILLS AND EXPERTISE:

  • Strong generalist experience or specialist experience with a generalist background.

  • Core competencies in recruitment/selection, employee relations, training and development, union avoidance, labor relations, benefit administration, and guideline/procedure development and administration.

  • Demonstrated organizational, planning and conceptual skills with a proven record of leadership accomplishment involving the establishment of trust, credibility, and influence with line managers and internal/external stakeholders.

  • Successful history of effectively managing/leading an HR function.

  • Possess well developed organizational skills, as well as the proven ability to manage multiple programs and projects simultaneously.

  • The ability to coordinate and partner with internal/external stakeholders in order to successfully accomplish business objectives.

  • Strong communication skills, both oral and written, and the ability to speak in public and make effective group presentations.

  • Ability to multitask and work under pressure.

  • Proven history of innovation, inspiration, collaboration and execution.
