    Summary

    THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

    This National Guard position is for a SURFACE MAINTENANCE MECHANIC, Position Description Number D1193/D1194 and is part of the WY Field Maintenance Shop 5, National Guard.

    Responsibilities

    This position is located in the Joint Forces Headquarters-State, Logistics Directorate (J-4), Surface Maintenance Facility. The purpose of this position is to perform maintenance, repair, troubleshooting, inspection, and/or overhaul of a variety of combat, tactical, commercial, and special purpose vehicles and equipment.

    WG-08 Duties:

    (1) Perform limited diagnosis, routine repairs and maintenance on heavy-duty mobile equipment, combat, tactical and automotive vehicles.

    (2) Perform limited diagnoses to determine the cause of mechanical failures by means of visual and auditory checks and/or uses basic test equipment such as compression testers, voltmeters, ohmmeters and pressure gauges.

    (3) Remove, replace, adjust, clean and install parts and components such as wheel seals, switches, sensors, fuel pumps, water pumps, power steering pumps, brakes, filters, radiators, bearings, springs, shock absorbers, wheel cylinders, starter motors, mufflers, battery cables, and other items of similar complexity.

    WG-10 Duties:

    (1) Troubleshoot, perform maintenance and major repairs on heavy-duty mobile equipment, combat, tactical and automotive vehicles.

    (2) Troubleshoot equipment and diagnose the causes of mechanical failures by means of visual and auditory checks and/or uses test equipment such as engine analyzers, compression testers, voltmeters, ohmmeters, pressure gauges, and computer diagnostic tools.

    (3) Remove and disassemble engines and major assemblies, sub-assemblies, components, and fuel, hydraulic, and oil pressure systems.

    CONDITIONS OF EMPLOYMENT:

    NATIONAL GUARD MEMBERSHIP IS REQUIRED. If you are not sure you are eligible for military membership, please contact a National Guard recruiter prior to applying for this position.

    This is an excepted service position that requires membership in a compatible military assignment in the Wyoming Army National Guard, required prior to the effective date of placement.

    Selectee will be required to wear the military uniform.

    Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.

    Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

    Males born after 31 December 1959 must be registered for Selective Service.

    Federal employment suitability as determined by a background investigation.

    May be required to successfully complete a probationary period.

    Must be assessed into WY ARNG before appt. May take up to 120 days.

    EMPLOYMENT CONDITIONS:

    Technicians are paid through Direct Deposit/Electronic Funds Transfer (DD/EFT).

    Military Technicians are ineligible for military enlistment, retention, and student loan repayment bonuses.

    Acceptance of a Technician position will terminate these military incentives.

    Acceptance of a permanent or indefinite position will cause termination from the Selected Reserve Incentive Program (SRIP) and TRICARE Reserve Select (TRS).

    Relocation expenses will not be paid by the Government unless noted in the Announcement.

    Military Technicians in the excepted service will wear the appropriate uniform while performing as a Technician.

    Veterans' Preference does not apply to National Guard Technician positions in accordance with Title 32 USC 709(f).

    Qualifications

    MILITARY GRADE

    Non-WY ARNG Members :

    E4 - E6 (Due to state M-Day positioning availability)

    WY-ARNG Members:

    E4/SPC - E8/MSG

    Non-WY ARNG enlisted applicant's military grade cannot exceed the maximum military grade authorized. Over-grade applicants must provide a written demotion statement of understanding with application, willingness to be administratively reduced in grade (state specific grade - E6/SSG) if selected for this position and include with this application.     MINIMUM REQUIREMENTS:

    Must possess experience or training which demonstrates knowledge of equipment to be able to do routine jobs, simple preventative maintenance tasks, and is able to use common tools and equipment in the line of work.

    WG-08 SPECIALIZED EXPERIENCE:

    Must possess at least 12 months experience or training using common hand and power tools and a small variety of test and measurement devices to make mechanical repairs; experience removing, adjusting, replacing, cleaning, and installing a variety of parts, components, and accessories; experience which demonstrates a basic understanding of mechanical, electrical, and hydraulic theory applying to vehicles; and skill to replace, fit, install, and make adjustments; experience demonstrating an understanding of the makeup and operation of the various individual systems maintained and their interrelationships; and experience reading and interpreting parts lists, manufactures' repair manuals, diagrams, and electrical schematics.

    WG-10 SPECIALIZED EXPERIENCE:

    Must possess at least 18 months experience or training diagnosing, repairing, overhauling, and modifying more complex vehicles, equipment, and more complicated systems; experience which has provided a thorough knowledge of diagnostic equipment; experience applying independent judgment in determining methods and techniques required to solve unusually complex maintenance and repair problems; and experience in testing, inspecting, and evaluating the work performed on vehicles, equipment and systems.

    NOTE: Minimum Requirements and Specialized Experience will be used to determine qualifications for the announced position. Applicants must provide from (e.g. 02/2014 - 03/2016 or Feb 2014 - Mar 2016) dates and hours worked per week with description of your specialized experience on the resume.

    MILITARY REQUIREMENTS: Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement.

    COMPATIBLE MILITARY ASSIGNMENTS:

    Enlisted: 12, 13, 14, 19, 25, 88, 91, 92, 94

    Prefer a 91-series or civilian experience as a wheeled vehicle mechanic.

    DRIVER'S LICENSE:

    Must possess a valid state's driver's license.

    RECRUITMENT INCENTIVE:

    • Applies to "Newly Appointed" applicants to the Federal Government.
    • An Incentive of 10% of employee's annual rate of basic pay is authorized with this advertisement.
    • Payment may be paid at beginning of service period, in bi-weekly installments through-out service period, as a final lump sum payment upon completion of full-service period, or a combination of the previous mentioned payment methods.

    • Incentive may be paid only when employee's rating of record under an official performance appraisal or evaluation system is at least "Fully Successful" or equivalent.
    • Prior to Incentive being paid, incumbent must sign a written Service Agreement to complete at least 1 year, but not more than 4 years, employment.
    • Employee must maintain a residence in the new geographic location for duration of service agreement.
