The job description is subject to change at any time by the employer. Essential duties and responsibilities may include, but are not limited to, the following:

  • Performs routine county-wide recruitment functions including but not limited to working with Department Directors/hiring managers/supervisors to develop recruiting strategies and timelines, and determining best recruitment methods (including online platforms, such as Indeed and Ascentis)
  • Writing job advertisements, marketing hooks, and sourcing applicants.
  • Communicating with applicants via email, Indeed platform, or on telephone to assist with questions, offer housing information, information on the community, etc.
  • Monitoring, screening, and evaluating candidate qualifications; and assisting department/offices in the interviewing and hiring process.
  • Providing general training on how to conduct interviews appropriately and developing interview questions and interview rating forms.
  • Coordinating and facilitating employee background checks process.
  • Coordinating and facilitating employee offer letter process.
  • Occasional assistance filling-in for office staff in their absence.
  • Other HR Assistant duties as assigned.


Education and Experience:

  • Bachelor’s Degree in Human Resources or business management related field; AND one year of Human Resources program experience; OR equivalent combination of education, training, and experience. HR Certification may be substituted for experience.

Required Knowledge of:

  • Principles and practices of public sector personnel systems, personnel files, and confidential records management.
  • Principles and practices of regulatory compliance, employee relations, recruitment strategies, compensation and wage structure, benefits program administration, and workplace safety.
  • Legal, ethical and professional rules of conduct for government employees.
  • County organization, operations, goals, policies, and procedures as well as County, state, and federal laws, statutes, rules, and regulations governing Human Resources activities and functions.

Required Skills in:

  • Understanding and applying County policies, and relevant state and federal laws, rules, and regulations.
  • Administering human resources plans, policies, and procedures.
  • Working independently and exercising professional judgment on sensitive and confidential issues.
  • Preparing, maintaining, and reviewing confidential human resource records, reports, and documentation.
  • Operating a personal computer utilizing standard and specialized software.
  • Establishing and maintaining effective working relationships with other staff, elected officials, and regional agencies.
  • Communicating effectively verbally and in writing.

Physical Demands/Work Environment:

  • Work is performed in a standard office environment.
