GENERAL DESCRIPTION:

Provide human resources services, support, counseling, and policy interpretation to facility personnel and management. Assist with HR investigations. Assist with facility HR procedure protocol. This is a part-time (30 hours per week) position and is eligible for the State of Wyoming benefit package.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

  • Assist with processing payroll for facility to include Kronos timekeeping, CGI transactions, leave tracking and client payroll.
  • Provide payroll reports as needed.
  • Assist with facility recruitment. Write vacancy announcements for facility recruitments and for advertising purposes.
  • Advise supervisors and managers on best recruitment methods/practice.
  • Schedule interviews and monitor interview process from start to finish to assure compliance with applicable laws and State of Wyoming recruitment regulations, policies and procedures.
  • Provide training to new supervisors and interview teams on best practices for interviews and lawful hiring practices.
  • Assist with position control of all WLRC positions.
  • Track use of positions and keep rosters and other position information up to date in a meticulous manner.
  • Provide position reports as needed.
  • Assist with the review and approval of agency performance evaluations at the HR level.
  • Reset passwords and assure correct reporting relationships within the performance appraisal system.
  • Assist with Human Resources investigations.
  • Ensure that all investigations are in compliance with state and federal regulations and laws.
  • Assist employees and management with mediation and conflict resolution and investigate concerns as necessary.
  • Provide training, counseling and assistance to new and current employees on all employee benefits. Conduct new employee training relating to state personnel rules, agency policies, employee benefits and rights and responsibilities of employment.
  • Consult with, train and advise staff, supervisors and facility management on all HR related issues, state and facility rules, regulations, policies and procedures.
  • Assure compliance with the same.
  • Assist Supervisors with hiring positions to include scheduling interviews, participating in interviews when needed, making job offers, scheduling pre-employment background and drug screenings, preparing new hire paperwork and conducting new employee HR onboarding and training.
  • Provide customer service for WLRC HR office to include responding to questions and requests from employees, clients and the public at the HR front counter.
  • Complete pay approval forms. Maintain personnel records. Maintain “Proof Books” for professional licenses to have at the ready for federal CMS surveyors.

Qualifications

KNOWLEDGE:

  • Knowledge of Federal (ADA, EEOC, FMLA, FLSA, etc.) laws.
  • Knowledge of State of Wyoming Personnel Rules and Executive Orders.
  • Knowledge of human behavior and performance.
  • Knowledge of SAO's payroll processes and procedures.
  • Knowledge of Microsoft Office, including Excel and other computer software.
  • Skills in grammar and proper English usage.
  • Skills in interpersonal relations.
  • Skills in organizing and prioritizing.
  • Ability to work effectively and independently.
  • Excellent communication skills.
  • Skill in conflict management.

MINIMUM QUALIFICATIONS:

Education:

Bachelor's Degree (typically in Human Resources)

Experience:

0-2 years of progressive work experience (typically in Human Resources) with acquired knowledge at the level of a Human Resources Associate II

OR

Education & Experience Substitution:

3-5 years of progressive work experience (typically in Human Resources) with acquired knowledge at the level of a Human Resources Associate II

PHYSICAL WORKING CONDITIONS:

  • Typically, the employee may sit comfortably to perform the work; however, there may be some walking, standing, bending, carrying light items, driving an automobile, etc.
  • Special physical demands are not required to perform the work.
