The Office of the Vice President for Research & Economic Development is a service organization to the faculty, staff and students of the University of Wyoming. It is our goal to provide swift, accurate and expert service to enhance the research missions of individuals and various units within the University.

The Office of Research & Economic Development (ORED) works with faculty, staff and students across campus to link research, technology transfer, and economic development efforts to enhance federal, state and private sector support for faculty and graduate student scholarship.

Reporting to the Vice President for Research (VP for Research), the Director of Business Operations provides overall leadership and support of the financial and accounting operations of the Office of Research & Economic Development (ORED). This position is responsible for the business operations of ORED and the units that report to ORED, including financial, personnel, office activities and services. Additionally, the Director leads a team of 3 FTEs of professional and administrative support staff. In partnership with ORED leadership, works on developing goals, objectives, policies and procedures, supervising, coordinating and evaluating activities; and performing personnel administration functions for ORED Division.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Direct supervision of 3 FTEs of Business Operations staff.
  • Financial responsibility and administration of unrestricted, designated, grant and restricted foundation accounts for the ORED and the 20 divisions/programs that report to the ORED. Total budget approximately $45M.

  • Responsible for providing strategic policy level advice and recommendations to the VP for Research, AVP for Research and other ORED Division leadership.
  • Responsible for preparing all financial reports and management of all ORED Division expenditures and revenue sources; presents budgets, forecasts, labor projections, short- and long-term plans; prepares data and documents that provide senior and operational management necessary financial and accounting information.

  • Interprets accounting principles and ensures that the general accounting records and controls are maintained in a manner that is compliant with the overall finance function of the University.

  • Review business practices, policies and procedures, monitor activity, interpret and analyze data, make recommendations and/or authoritative decisions regarding budgets and expenditures.

  • Provide expenditure and revenue analysis, cost projections and budget/planning analysis and input to VP of Research and prepare ORED financial reports for the Board of Trustees.

  • Ensures the accuracy, completeness, and integrity of financial data.
  • Serve as WyoCloud Budget and Planning user for ORED.

  • Approve and reject expenditures as Cost Center approver for ORED and its divisions.
  • Provide financial and administrative oversight of Faculty Startup packages and various internal programs (such as seed grants). Work with various colleges, departments, Business Managers and PIs on budgets and expenditures.

  • Serve as liaison for ORED to various UW departments and programs, state and federal agencies and other entities important to ORED’s mission.

  • Serve as ORED division staff manager and backup for 14 Business Managers/Accountants.

  • Conduct staff meetings, trainings and mentoring with support staff.

  • Ensures compliance with Human Resource policies and procedures. Oversee all office operations and approve or disapprove all human resources and payroll transactions for the office and the 20 divisions (200 employees).
  • Ensures compliance with policies and procedures for budgeting, procuring and funding projects managed by ORED on behalf of the university; provides oversight and ensures compliance with university purchasing and financial policies in the procurement and contracting of project related services.

SUPPLEMENTAL FUNCTIONS:

  • Perform special projects, as directed.
  • Serve on University or external committees representing supervisor's or program's position, as directed.

  • Attend conferences and workshops.

MINIMUM QUALIFICATIONS:

Education: Bachelor’s Degree or equivalent combination of education and experience

Experience: 7 years of progressively responsible work-related experience in financial or administrative management

DESIRED QUALIFICATIONS:

  • Experience with University policies, procedures and systems.

  • Experience with sponsored projects and grants.

  • Supervisory and personnel experience.

  • Experience with Oracle (or other cloud-based) accounting systems.

  • Demonstrated competencies in financial management and management advising.

  • Strong analysis, problem solving and critical thinking skills.

  • Strong attention to detail.

  • Experience developing complex financial models, data analyses, and pro-forma analyses.

  • Strong written and oral communications skills, including the ability to communicate effectively with staff, peers, and other university and outside contacts.

  • Thorough understanding of accounting processes and systems including purchasing, accounts payable, inventory control, accruals, cost accounting and reporting.

  • Ability to work well in a team environment and provide excellent customer service to the campus community and the general public.

  • Ability to maintain high level of confidentiality at all times.
